Honorarium for setting Question Papers, Valuation & Conducting Limited Departmental Competitive Examinations

Finally, the Directorate has revised honorarium for invigilation, valuation and setting up of question papers of Limited Departmental Competitive Examinations.

The new rates for invigilation are Rs 250/- Per session and Rs 350/- per day. These rates will be applicable for all Departmental competitive examinations held on or after 26/04/2012.

The battle our association fought reached its end result. Thanks for all the members who actively supported this and in fact the battle took momentum from our circle branch of the association. The association also conveys its sincere thanks to the former circle body of the association who intensified the struggle which has now resulted in revision of honorarium by the Directorate.

Merger of AADHAAR and PAN databases

To solve the problem faced from the fake PAN cards and also to ensure the availability of an accurate biometric data of citizens of India, the government has initiated a mammoth project to bring together both the Aadhar and the PAN databases.

The Unique Identification Authority of India (UIDAI) under chairmanship of Shri. Nandan Nilekani  issues the Aadhar number which is now being synchronised with the Permanent Account Number database maintained by the I-T Department.

The Finance Ministry, which had first mooted the proposal of generating and issuing biometric PAN in 2006, had kept the decision pending for sometime as it was felt that both the agencies (UIDAI and I-T) would be “duplicating the effort” to reach a common goal — biometrics-based identity.

"It has been decided to integrate both the Aadhar and the PAN database which will help the agencies to maintain a correct database for ensuring two things.

While the Aadhar will ensure effective disbursal of government schemes to citizens, the biometric PAN card database will help stop the forgery of PAN cards which begets economic crimes,” a senior Finance Ministry official said.

The Finance Ministry, under the then Finance Minister P. Chidambaram in 2006, had proposed that the biometric PAN cards would have the I-T assesses’ fingerprints (two from each hand) and the face.

The government plans that this aim will be achieved by collating the Aadhar database with that of the PAN.

GS visited Postal Directorate on 10/04/2012

GS visited Postal Directorate on 10/04/2012 alongwith Shri Ajith Kurian ASP (PMU), met Member (P) and other senior officers and discussed the following issues. The details are as under.

1. Up-gradation of Grade pay of Inspector Posts from Rs. 4200/- to Rs. 4600/-

File is still under process in the Department.

2. Supplementary DPC for promotion to PS Gr. B cadre

Supplementary DPC for promotion to PS Gr. B cadre for 20-22 posts will be held in near future.

3. PS Group ‘B’ Examination 2012 scheduled to be held on 3/6/2012

Notification is likely to be issued shortly along with number of vacancies by DE Division.

4.  DPC for promotion to PS Gr. B for the year 2012.

         Letter to Circles for submission of ACRs/APARs will be issued by the Postal  Directorate soon.

5. DPC for promotion to JTS Group ‘A’.

          Requisite information has already been submitted to the UPSC by the Department.

6.  Revision in rates of honorarium to be paid to Invigilators/Supervisors  

          Orders are likely to be issued soon by the Department.

7. Revised Recruitment Rules for PS Gr. B cadre

          Initially, there were 790 PS Gr. B posts in the Department. As on date, 866 posts are available. It means 76 posts were created by the Department since 1994. Department requires copies of memos of creation of these posts except 20 posts created vide memo no. 33-5/94-PE-II dated 26/9/1996 ( i.e. 14 APMG posts downgraded to AD and 6 SSPOs posts downgraded to SPOs). After receipt of creation memos of 56 posts, revised Recruitment Rules for PS Gr. B cadre will be submitted to the UPSC/DOPT for approval.
 
8.  Repatriation of surplus qualified IPs posted in other Circles to their home
     Circles.

           No proposal is under consideration in the Postal Directorate for repatriation as the issue comes under Rule 38 . However, CHQ will take up this issue with the Department subject to availability of list of all IPs working outside their home Circles with complete details and availability of vacancies in their home Circles.

9. Restructuring of Inspector Posts cadre

          It is still under consideration in the Postal Directorate.

DoPT defines the word "CHILD" under CCS (Leave) Rules, 1972

The Government of India (DOPT) has issued Notification amending the definition of the term "child" for the purpose of availing leave under CCS (Leave) Rules. As per the new note inserted, the term "Child" will include a child taken as ward by the Government servant, under the Guardians and Wards Act, 1890 or the personal law applicable to that Government servant, provided such a ward lives with the Government servant and is treated as a member of the family and provided such Government servant has, through a special will, conferred upon that ward the same status as that of a natural born child.

G.S.R…..- In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Consititution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Auditor and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

1. (1) These rules may be called the Central Civil Services (Leave) (Third Amendment) Rules, 2012. (2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Civil Services (Leave) Rules, 1972, (hereinafter referred to as the said rules), in rules 43-AA, the existing "Note" shall be numbered as "Note I" and after Note I as so renumbered, the following note shall be inserted, namely :-

Continuous leave by Central Government Servant in excess of 5 years banned

Central Civil Services (Leave)  Rules, 1972 is sought to be amended  to the effect that Central Government Employees can not avail any leave for a continuous period of Five years.  Central Civil Services (Leave) (Amendment) Rules, 2012, which seeks to amend the original Leave Rules, also stipulate that a Government servant who remains absent from duty for a continuous period exceeding five years other than on foreign service, with or without leave, shall be deemed to have resigned from the Government service.

Provided that a reasonable opportunity to explain the reasons for such absence shall be givne to that Government servant before provisions of sub-rule (2) are invoked”.

Govt employees to get ePayments only for an amount above Rs 25,000/-

Controller General Accounts, Department of Expenditure has issued an order to the effect that all payments to government servants, other than salary, above Rs. 25,000, by issue of payment advices, including electronically signed payment advices only with effect from 1st April 2012.

Further all payments towards settlement of retirement /terminal benefits such as gratuity, commuted value of pension, encashment of leave salary, CGEGIS, withdrawals from General Provident Fund, etc. will also be made to Central Government Employees by issue of payment advices, including electronically signed payment advices with effect from 1st April 2012.

1. The Central Government Account (Receipts and Payments) Rules,1983 have been amended, inter alia, to provide for issue of Payment advices to the bank for direct credit by electronic transfer to the specified bank account of the payee. As per the amendments, the Government servants are, permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option Further, the amendment also provides that all payments to government servants other than salaries exceeding the limits as specified from time to time, shall be through payment advices.

2. In accordance to the above, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments to government servants, other than salary, above Rs. 25,000. by issue of payment advices, including electronically signed payment advices.

3. Further in accordance to the amended rules, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments towards settlement of retirement /terminal benefits such as gratuity, commuted value of pension, encashment of leave salary,CGEGIS, withdrawals from General Provident Fund, etc. by issue of payment advices, including electronically signed payment advices.

4. All Ministries! Departments and Heads of Accounting Organisations are requested to ensure the compliance of above instructions by Pay & Accounts Offices/ Accounts offices and other payment units under their control.

5. Separate orders have been issued in respect of payments to private parties such as Suppliers, contractors, grantee, loanee institutions etc,.

DoPT issued clarification on compassionate appointment admissibility for trainees

Based on recommendation of Sixth Pay Commission report in the office Memorandum F.No: 14014/2/2009-Estt(D) dated 11.12.2009, it was decided by the Government that for appointment on compassionate grounds, in exceptional circumstances Government may consider recruiting persons not immediately meeting the minimum educational standards. Now DOPT has issued clarification in Office Memorandum No. 14014/2/2009-Estt.(D) dated 03/04/2012 in respect of trainees.

       The undersigned is directed to refer to this Department’s O.M. of even number dated 11.12.2009 on the subject mentioned above and to state that large number of references have been received from various Ministries/Departments regarding regulation of various conditions on compassionate appointment and admissibility of different allowances allowed to person appointed on compassionate grounds. Doubts raised by various authorities have been processed in consultation with Department of Expenditure (I.D. No. 22/02/2009-IC-II dated 27th February, 2012) and are  clarified as under :-

4Whether a person appointed on compassionate grounds as ‘Trainee’ will have probation period.?The probation period of a person appointed as ‘Trainee’ on compassionate ground will begin only from the date he/she acquires minimum educational qualification and such person will be on probation for a period specified in the Recruitment Rules of the post/grade against which he/she is being appointed.
5Whether Earned Leave, Half pay leave and other types of leave as applicable to regular Government employees would be allowed to a person appointed as ‘Trainee’ on compassionate ground?A ‘Trainee’ appointed on compassionate ground is entitled to all kinds of leave applicable to a regular government servant.
6Whether Medical facilities/ Benefit of CGEGIS/VGHS on deduction of subscription for these schemes. Patient care allowance is allowed to a person appointed as ‘Trainee’ on compassionate ground?A person appointed as ‘Trainee’ on compassionate grounds is eligible to avail Medical facilities/Benefit of CGEGIS/CGHS available to holder of post in the pre-revised pay scale of Rs.4440-7440/- without any grade pay.
7Status of payment of abort/long term advances as applicable to regular government servants to a person appointed as ‘trainee’ on compassionate ground?A ‘Trainee’ appointed on compassionate ground may be granted, by the competent authority, shorty term advances, with advances of pay recoverable in not more than 3 installments and advance of traveling allowances, festival advances, advances of in lieu of leave salary and advances of purchase of bicycles, warm clothing and table fans without production of surety, provided that such authority is satisfied that the same could be fully recovered or adjusted during the period of temporary employment of the said government servant concerned. In case of all other advances, a ‘Trainee’ would be required to procedure surety from a permanent central government servant, the surety bond being cancelled in the event of their confirmation in the permanent post.
8Applicability of Leave Travel Concession to a person appointed as Trainee’ on compassionate ground.A Trainee’ appointed on compassionate ground is to be allowed LTC concession only on completion of one year service.
9What is the entitlement of annual increment to a person appointed as Trainee’ on compassionate ground.A Trainee’ appointed on compassionate ground, till he/she acquires minimum educational qualification, is allowed increment at normal rates in the pay scale of – 1s.
10What is the position with reference to reimbursement of Children Education Allowance (CEA) to a person appointed as Trainee’ on compassionate ground.A person appointed as Trainee’ is allowed Children Education Allowance as per the admissible rates.
11What is the position with respect to payment of Overtime Allowance (OTA) to a person appointed as Trainee’ on compassionate ground.A person appointed as Trainee’ on compassionate ground is not entitled for OTA during the period he/she continue as Trainee’.
12Whether the dependent of compassionate appointee would be eligible for employment on compassionate grounds since their service in -1S pay band will not be counted as regular service.A Trainee’ has the status of Government Servant from initial day, as such, dependent of a person appointed on compassionate ground as Trainee’ would be eligible for compassionate appointment in the event of his/her death in harness.
2. In case of appointment of a widow not fulfilling the requirement of educational qualification, against the post of MULTI TASKING STAFF, she will be placed in Group ‘C’ – Pay Band – 1 (Rs.5200-20200) + Grade Pay Rs.1800/- directly without insisting on fulfilment of educational qualification norms, provided the appointing authority is satisfied that the duties of the post against which she is being appointed can be performed with help of some on job training. This dispensation is to be allowed for appointment on compassionate ground against the post of MULTI TASKING STAFF only.

Laptops to IPs/ ASPs in A.P.Circle - Purchase Order placed by ROs

The CPMG, AP Circle agreed for supply of laptops to the IPs/ASPs who were not supplied with laptops during the year 2010. The purchase orders were made through concerned ROs and the supply is expected shortly.

  The association expresses its sincere thanks to the Chief Postmaster General for agreeing to the supply of  laptops considering their need by the IPs/ASPs based on a letter issued by the Association on 06/03/2012 (Copy published in the newsletter). The association also sincerely thanks all the Senior Officers and other officers/ officials involved in supply of laptops to IPs/ ASPs.

  All the members are also requested to make full utilisation of the laptops in the interest of the department for effective monitoring according to the requirements.
