Precautions to be taken to prevent frauds after implementation of CBS



Group"B" transfer orders in Vijayawada Region.

Today PMG Vijayawada has issued the following transfer orders to group "B" officers.

Cabinet gives ex-post facto approval to the cadre review of Indian Postal Service (IPoS)

Press Information Bureau Government of India Cabinet.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service. 
The cadre review will enable the Department of Posts to meet the functional requirements and strengthening the cadre structure both in the headquarters and in the field on the basis of functional requirement, which will provide more avenues to earn review and respond effectively to the customer needs, reduce the existing stagnation and improve the career prospects of Indian Postal Service officers. 

The proposal will be implemented through measures that include creation of a post of DG(Postal Operations) in the Apex scale, creation of post of Additional DG(Coordination) in the HAG+ scale, one post in HAG level, 5 posts in SAG level and 4 posts at the JAG level, and also increase of 84 posts at JTS level by down-grading from STS and overall decreasing STS posts by 96 for adjustment of new posts proposed to be created, without any overall change in the total number of posts in the cadre.
 

For undertaking the above exercise, necessary consultations on the CRC recommendations with Ministry of Finance and the Ministry of Personnel, Public Grievances & Pensions have been duly completed. The Department of Expenditure have conveyed their ‘no objection’ to the proposal.

Heads of Circle (CPMsG) Conference held at Hyderabad from 20th May to 22nd May 2016. Shri Ravishankar Prasad Ji, Hon’ble Minister of Communications and Information Technology Govt. Of India gave way the awards to the best performing circles / divisions on 22nd May 2016.

The brief of his speech as under:

Government is committed to reform the postal department. Two unique qualities of Department of Posts are Extensive network spread in nook and corner of the Nation and Emotional connect of Postman with the rural life. 

India is at the tipping point of digital revolution and Postal department should be the fulcrum of economic development especially in rural life. 

Postal department's share in E-commerce is around 15% only, which needs to be improved drastically. The entire ecosystem to reform the postal department needs to change.

1. Pick up points to reach the customers proactively to collect and deliver posts/ parcels. 

2. India Post Payments Bank needs to be flawlessly implemented. It should act as a platform for 3rd party services. Human Resource Training needs to be given. Postal Payment Bank should be started definitely by March 17.

3. Implementation of IT modernization solutions needs to be improved. We keep getting complaints of glitches leading to harassment to customers.

4. Parcel Delivery : New ideas to generate revenue with Technology infusion. Geo tagging and better location identification needs to be considered. 

5. Human Resource capacity building : Need to incentivize the performance... Good incentive at right time will be a big motivation. Best practices should be replicated pan India. 

6. Good sign boards pan India should be ensured. 

7. Metamorphosis of postal department should be branded well.

8. Surety of punishment is more important than Severity of punishment... in case of disciplinary cases. Any laxity in timely completion of disciplinary proceedings should be viewed seriously.

9. Philately should be ventured as a new source of revenue generation. My Stamp, Commercialisation of stamps need to be tried to earn revenues. 

10. Social Media should be effectively used for complaint redressal and creation of awareness regarding departmental initiatives/ schemes.

11. I work hard... I expect all of you to work hard to achieve the goals of government.

12. Recruitment to fill up vacant posts should be done in a transparent and fair means. Any irregularity should be viewed seriously and responsibility should be fixed.

13. Congratulated the Department of Posts for good work done in the last 2 years in different schemes like Sukanya Samriddhi Yojana, CBS, Postal ATMs, E-Commerce.

Secondly, list of officers in the zoc of consideration for the promotion to the cadre of PS Gr. B for the vacancy year 2016-17 have already been circulated by Directorate and requested to all circles to update their APARs and other documents etc. 

Once the result of supplementary DPC is out, Directorate is going to focus on regular DPC for the year 2016-17 and we can expect the result of this DPC in the month of July-August, so to achieve the target, there is need to provide the required and accurate information to Directorate on time. It is therefore request the circle administration to keep the records of officers (who are in the zoc consideration in the DPC 2016-17) ready.

Communication ministry to seek Cabinet nod for India Post payment bank in May

The Ministry of Communications and Information Technology is likely to seek the approval of the Union Cabinet for India Post's payment bank proposal in May.

"The postal department's payment bank will be a game changer for financial inclusion. Several international and national consortiums for third party services are keen to partner with us. Deutsche Bank, Citi Bank, Barclays, Templeton and all the banks of India and all mutual funds and insurance companies, except LIC, for third party delivery, are willing to partner," the Indian Express quoted Ravi Shankar Prasad, Minister of Communications and Information Technology, as saying. 

According to the report, the ministry has moved a Cabinet note for the proposal of India Post's payment bank.

The Reserve Bank of India had granted in-principle approval in August 2015 to 11 applicants which allowed them to set up payments banks, including India Post.

Directorate vide memo no.2-5/2016-SPG dated 16th May-2016 has issued transfer orders in group "A" cadre and Sri EV.Rao DPS Mumbai Region has been posted as DPS Visakhapatnam. Association welcomes the officer to AP Circle.

It was brought to the notice of the association that transfer orders issued to IPs in the two Regions ( rotational transfers) for the year-2016 were not implemented. Hence C.O has been addressed to taking an early action for implementation of transfer orders.


Warangal Conference and grant of special CLs-reg



Circle Office has issued instructions to all the Regional Offices and Hyderabad City local units vide Letter no. U/3-8/06 dated 13.05.2016 to grant special Casual leave to Circle  Association Office bearers/CWC members who are attending to the Annual Conference. Hence all the members are requested to utilize the facility of Special Casual Leave and make the conference a grand success.

7th CPC: Govt to consider minimum monthly pay at Rs 24,000; payout to begin from July


New Delhi: With each passing day, the picture of higher monthly payout for central government employees, than what was recommended by the 7th Pay Commission, is emerging clear.

In a meeting with the BJP's labour wing Bharatiya Mazdoor Sangh, Jitendra Prasad, Union Minister of State for Personnel, Public Grievances, Pensions, told the delegation that government would positively look into the demand of the central government employees. "The minister said we will consider the proposal of minimum pay of at 24,000”, Pawan Kumar, Regional Organizing Secretary told Zee Media Bureau.

The Bhartiya Mazdoor Sangh is the largest central trade union organization in India, and claims to have more than 10 million members.

The trade union also sought increase in the Multiplication Factor and changes in the HRA.

The 7th CPC under AK Mathur had proposed Multiplication Factor of 2.57, according to which the fitment of each employee in the new pay matrix is proposed to be done by multiplying his or her basic pay on the date of implementation by a factor of 2.57.

"We are expecting the notification for implementation of the 7th Pay Commission in the last week of June, and payout to begin in July", added Kumar.

He further assured that DoP&T is actively considering for grant of one time relaxation for compassionate appointment in Ministry of Defence.  He added that Bhartiya Mazdoor Sangh has ruled out possibilities of strike to get a better salary revision under 7th Pay Commission. "We are not part of those who say that we will strike"to get a better pay hike, added Kumar.  

As per report, the National Joint Council of Action (NJCA) has decided to serve indefinite strike notice to the Govt on 9th June 2016 and to commence indefinite strike from 11th July 2016, if the Govt fails to come to a negotiated settlement on 7th CPC related issues with the JCM National Council Staff Side.
