Limited competitive Examination for PS Group 'B' scheduled to be held on 03/06/2012

Respected Madam,
          Kindly refer to this Association letter of even number dated 3/5/2012 (copy enclosed) on the above mentioned subject. 
         This Association would like to bring to your kind notice that many of our members who have received any adverse within a span of five years and few members induction training period spent before entering in IP cadre was not counted as qualifying service are not allowed to fill the OMR sheet and even not given opportunity by providing kit thereby making them ineligible to appear for the said examination.
         
           As per the GOI Instructions contained in Rule 11(21) of CCS (CCA) Rules-1965, an official can be admitted to the examination if though the official is under suspension or disciplinary case is contemplated but here the official having good record and let off with warning  by virtue of his minor lapse has been debarred by Circles.  Moreover, the condition and procedure governing the selection for promotion to Group ‘B’ posts are given in the relevant para of a set procedure that cannot be ignored.
         
          Regarding condition and procedure governing LDCE, the provisions of relevant Recruitment Rules and administrative instructions issued from time to time needs to be referred to. It is not understood why the Department is going against the rules to promote officials of their choice without any healthy competition. Under such circumstances nobody will own responsibility because, madam you can see that in our Department ‘warning’ is a meagre issue and is imposed even without wrong doing.
          It is pertinent to mention here that Directorate vide letter no 23-1/2012-PE-II dated 10-5-2012 has called for comments of Circles to revisit the norms for creation of new postal divisions and up-gradation of existing Class-II Divisions into Class-I Divisions. This will again disturb established arrangement. It is not understood why department is inclined to conduct examination without completion of the prerequisites. 
          Furthermore, the department is in the process of amending Recruitment Rules and there will be definite variation in number of vacancies under each quota. That is why the Department could not calculate and advertise number of vacancies for the given examination. The new casting will definitely disturb the present settled position. This Association therefore request that in order to make the entire process transparent, our Association should be consulted before the revision of Recruitment Rules and other related issues such as debarring the officials from examination so that our members are not taken as surprised. 
          This Association further brings to your kind notice that, PS Group ‘B’ Recruitment Rules are not revised since years together and as per the clause 3.1.5 of Department of Personnel and Training OM No. AB-14017/48/2010-Estt (RR) dated 31st December, 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. This Association has already submitted the detailed proposal under letter dated 4/7/2011 regarding distribution of quota for PS Gr. B Examination and Sr. Postmaster Examination and also requested to notify the vacancies of both the examinations together. But till date vacancies are neither notified nor Recruitment Rules of PS Gr. B cadre are amended. 
           In view of the above submissions, your kind honour is once again requested to look into the matter personally and arrange for withdrawal of the notification issued to conduct the PS Gr. “B” examination scheduled to be held on 3rd June 2012 and hold the said examination only after the issue of Revised Recruitment Rules of PS Gr. B Cadre along with vacancy position of both Examinations (PS Gr. B and Sr. PM) together. It is also requested to issue necessary instructions to all Circles to allow the IPs/ASPs who are declared ineligible on the above mentioned grounds & allow them to fill OMR sheets to avoid litigation in the matter.

Increase of 25% in allowances due to increase in DA by 50% & above - Pre-Revised (5th CPC) DA rates

The Directorate has clarified that increase of 25% allowances due to increase in DA by 50% & and above is applicable for DA rate revised under VI CPC only. This increase will not apply to pre-revised V CPC DA rates.

Transfer TA - A Recap

Transfer Traveling Allowance (Transfer TA) is applicable to Central Government Employees who are under the orders of Transfer. The following grants and reimbursement of charges paid by employee for shifting his/her residence to the new place of posting are payable to the employee.

Transfer T .A. comprises of the following elements: -
  • a composite transfer grant equal to one month’s basic pay;
  • actual fares for self and family for journey by rail/steamer/air;
  • road mileage for journey by road between places not connected by rail;
  • cost of transportation of personal effects from residence to residence; and
  • cost of transportation of conveyance possessed by the employee.
In addition to the above, the employee will be entitled for an additional fare by the entitled class for self for both onward and return journeys, if he has to leave his family behind due to non-availability of Government accommodation at the new place of posting.
An employee whose family does not accompany him to the new station while joining on transfer, has an option to claim for him
either                for the first journey undertaken to join the new post
or                     for the journey subsequently undertaken along with family members.

At the Same Station-

No T.A. if no change of residence is involved.
If there is compulsory change of residence solely due to the transfer
(a)        Actual cost of conveyance for self and family limited to the road mileage and actual cost of transportation of personal effects admissible subject to the prescribed limits and
(b)        Composite Transfer Grant equal to one-third of basic pay.

Between two stations within a short distance not more than 20 km: -
No T.A. if no change of residence is involved
If change of residence is involved-
Full Transfer T .A. will be allowed and Composite transfer grant equal to one-third of basic pay.

In supersession of S.R.46 and the Government of India’s order thereunder, the grade pay ranges for travel by public/bus/auto/rickshaw/scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

(b) Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighboring States:
(i) For journeys performed in own car/taxi: Rs. 16 per km.
(ii) For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km.

Transfer Grant and Packing Allowance:

 (i) The Composite Transfer Grant shall be equal to one month’s pay as defined in para 3 of this O.M. in case of transfer involving a change of station located at a distance of or more than 20 km from each other.
 (ii) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.
 (iii) At present, only one transfer grant is permitted if the transfer of husband and wife takes place within 6 months of each other from the same place to the same place. With effect from the date of implementation of these orders, in cases where the transfer take place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period or six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

 Definition of family: -Family includes-

Spouse residing with the employee. (Need not be dependent). Only one wife is included in the term ‘family’. In the case of wife/husband, the necessary condition is-’residing with’. Other members of the family should satisfy both conditions-’residing with’ and ‘wholly dependent’.
Legitimate children and stepchildren, residing with and wholly de- pendent. Children include major sons, legally adopted children and widowed daughters, residing with and wholly dependent. Restricted to two children with effect from 1st January 1999. However, this restriction does not apply to existing employees with more than two children including those born up to 31-12-1998. Does not apply also to employees with no/one child on 31-12-1998 but next confinement resulting in multiple births thereby increasing the number to more than two.
Children studying in educational institutions away from their parents at the time of transfer but joining their parents at the time of vacation are treated as members of family subject to other conditions for drawal of T.A.
Married daughter, if divorced, abandoned or separated from her husband and residing with and financially dependent on the parent.
Parents, stepmother, unmarried sisters and minor brothers residing with and wholly dependent. (Major brothers are not included).
Widowed sisters residing with and wholly dependent (provided their father is either not alive or is himself wholly dependent on the employee)

Definition of dependent: - Any family member whose income from all sources, including pension (inclusive of pension equivalent of DCRG, but excluding Dearness Relief) does not exceed Rs. 3,500 p.m., is deemed to be wholly dependent on the employee. Children getting stipend, scholarship, etc., in excess of Rs. 3,500 p.m. are not considered as dependents.

Agenda for periodical meeting with Secretary Posts

The agenda for periodical meeting with Secretary Posts submitted by GS of our association is reproduced hereunder for the information of members.

Subject :- Agenda for holding of Periodical meeting with Secretary( Posts).

Respected Madam,

It is intimated that meeting was taken by the Secretary (Posts) with our Association on 11.08.2011. Minutes of this meeting were issued by the Department vide No. cited above. Issue of holding of periodical meeting with Association at regular intervals was discussed and our demand was accepted. Since then, no periodical meeting has been held with our Association so far. Hence, agenda for next periodical meeting is being submitted herein under:

Item No.1:- Cadre restructuring /promotional aspects concerning Inspectors and Asstt Supdts .

A committee was constituted under the Chairpersonship of Member (P) vide directorate order No .1/1 /2011 SR dated 09.09.2011. Two meetings of the committee were held on 18.10.2011 and 03.11.2011 in the Dak Bhawan New Delhi. Minutes of these two meetings were issued by the Department vide No. 01/01/2011-SR dated 14.11.2011. The proposal of the Department for forgoing gazetted statues of ASPOs and up-gradation of IPOs was deliberated in depth in the 37thAll India Biennial Conference of this Association was held at Banguluru on 28thand 29th January 2012 and the house passed a resolution unanimously which is reproduced below-

“This Association is against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. Inspector Posts should be granted Grade Pay of Rs. 4600/- with effect from 01/01/2006 at par with Inspectors of CBDT/CBEC in tune with directions of the Hon’ble CAT, Ernakulam Bench”.

This was conveyed to the Chairperson i.e. Member (P) vide this Association letter No.CHQ/IP/ASP/1/2012 dated 22.02.2012.

It is pointed out here that cadre restructuring proposal i/r/o Inspector of CBDT/CBEC have been sent to the DOPT/MOF whereas our proposal is still pending in the Department. Hence, it is urged that necessary directions/instructions may be issued to the committee to finalise its proposal and submit the same to the competent authority for further course of action.

Item No. 2 :- Quota of IP line in PS Group “B” Examination on introduction of Postmaster Cadre in Postal Wing.

Out of 866 posts of PS Group “B”, 116 posts of Senior Postmaster have been earmarked for Postmaster Cadre in the manner given below :

Thus, 750 posts still remain in PS Group “B”. These posts may be divided among IP Line and General Line as suggested below by suitable amendment in Recruitment Rules of PS Group “B”.

In view of the above facts, it is requested to kindly reconsider and implement the proposal by taking appropriate action to amend the PS Group “B” Recruitment Rules.

Item No. 3 :- Issue of Combined Seniority List of Inspectors, Posts from the
year 1999.

This Association addressed the Department on the subject on 31/12/2010 followed by reminder on 22/3/2012, but no action has been taken by the Department so far. It is requested to kindly arrange for issue of Combined Seniority List of Inspectors, Posts from the year 1999 onwards and make it available in the website of the India Posts so that our members may aware of their seniority position in the All India Seniority List and point irregularity if any.

It is requested to kindly grant periodical meeting and arrange for fixing date and time for holding of the same.

Promotion to the cadre of Senior Private Secretary (Gazetted)

Shri A.V.Ramesh, PS to CPMG is promoted to the cadre of Sr PS (Gazetted) in the Pay Band - 2 Rs 9300- Rs 34800 + Grade Pay Rs 4800/- and allotted to Andhra Pradesh Circle vide Directorate Memo No. 10-3/2011-SPG dated 04/05/2012.

The association congratulates him on his promotion.

New Pension Scheme (NPS) annuity providers announced

Those who are subscribing in New Pension system (NPS) will be aware that Government did not appoint any annuity providers for payment of monthly pension to NPS subscribers.  This worry is over now.

Subscribers to the National Pension System (NPS) will now have a choice of six annuity service providers from whom they can choose their annuity schemes on exit from the NPS on attaining the age of 60.

According to an official release here, the Pension Fund Regulatory and Development Authority (PFRDA) has empanelled six life insurance companies that have been approved by the Insurance and Regulatory Development Authority (IRDA) for providing annuity services to the NPS subscribers.

Insurance firms:
The six insurance companies selected for providing annuity services are: Life Insurance Corporation of India, SBI Life Insurance Co. Ltd., ICICI Prudential Life Insurance Co. Ltd., Bajaj Allianz Life Insurance Co. Ltd., Star Union Dai-ichi Life Insurance Co. Ltd. and Reliance Life Insurance Co. Ltd.

Withdrawal:

Under the provisions of the NPS, a maximum of 60 per cent of corpus accumulated at the time of exit — normally on attaining the age of 60 — can be withdrawn.

However, a minimum of 40 per cent corpus has to be utilised for purchasing an annuity from one of the six empanelled annuity service providers.

Exit route:

Subscriber can choose any of the six providers and can also select one of the annuity schemes from amongst those being offered by them.

With this, “the PFRDA has taken an important step towards providing an exit route to the subscribers,” the release said.

GS writes to DG on PS Group 'B' Examination 2012

The General Secretary has written to DG Posts on PS Group B examination 2012. The text of the letter is reproduced below for the information of the members. It is learnt unofficially that the Directorate has not yet finalised the number of vanacies for which PS Gr B Examination 2012 is proposed to be conducted on 03/06/2012.

Respected Madam,

The department has issued orders vide No.  A- 34012/6/2011-DE dated 10-4-2012 scheduling PS Group ‘B’ examination to be held on 3rd June 2012 without notifying the number of vacancies and other pre-requisites for conducting exam to keep these orders under the ambit of set rules. The department is also not acting as per recruitment rules framed and notified. Madam, you will agree that PS Group ‘B’ Recruitment Rules 1987 amended from time to time are still in force and without amendment of these rules, the Postmaster Recruitment Rules, 2010 can not come into force. It is understood that 116 posts earmarked for Sr. Postmaster are to be carved out from the total 866 posts of PS Group ‘B’ with no intention to create new post to bring Postmaster Recruitment Rules, 2010 in force without amending  PS Group ‘B’ Recruitment  Rules.
              This Association vide letter No. CHQ /PS Gr. B/2011 dated 04.07.2011 gave a detailed proposal regarding distribution of quota under each category to the Department for consideration and implementation in the interest of both IP Line and General Line officials but nothing has been done by the Department in this regard so far. Now, again the department has notified the examination without amending Recruitment Rules that is not in the spirit of justice. In this, regard Dte. order No. 11-15/2007-SPG dated 7-01-2009 issued consequent upon decision of OA No. 657/HP/2007 refers. The recently announced OA No. 399/PB/2011 has orders to promote IPs under respective quota only.

            In view of above facts, both the examination viz PS Group “B” and Sr. Postmaster should only be conducted as and when a vacancy arises under the respective quota after amendment of Recruitment Rules. The ASPs/ HSG-I IP line Postmaster should also be allowed to appear in both examination for greater justice of the cadre that is born on the same gradation list and IP that is the feeder cadre for further promotion for all purposes and not ASP/HSG-I which is simply a non functional post. It is therefore requested to kindly withdraw the notification issued to conduct the PS Group ‘’B” examination.

Upgradation of Grade pay of IPs to Rs 4600/-

As per the information from GS, the Department has cleared the file and submitted the file to the Ministry of Finance. The decision of Ministry of Finance is awaited. It is learnt unofficially that the Department of Posts recommended upgradation of Grade Pay of IPs from Rs 4200/- to Rs 4600/- w.e.f. 01/01/2006 to the Ministry of Finance.

Extension of Airtravel LTC to North Eastern Region

For those Government servants who could not commence their outward journey before 30th of April 2012 for LTC to North Eastern Region, here is is some happy news.  The Government has decided to extend the permission for air travel to North Eastern Region by availing LTC for a further period of 02 years beyond 1st May, 2012.

1.     The undersigned is directed to refer to this Department OMs of even No. dated 02.05.2008 and 20.04.2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit North Eastern Region under CCS (LTC) Rules, 1988, contained in the O.M. dated 02.05.2008 is extended further for two more years beyond 1st May, 2012.
