Submission of annual property returns by Group 'A' officers

The Directorate asked all the Group 'A' officers who did not submit the annual property returns as of 31st December, 2011 latest by 15th March, 2012.

  1. I have submitted my property return 7 times in past 7 months, but it is removed from records with ulterior motive and media campaign is launched. Last year also such campaign was launched when my property retun was sent at least 50 times and it was verified by many TV channels. Still one of those channels OTV has stated on 12 June that I have not submitted my property return. This is to divert attention from scheme of ousting CM Orissa in a meeting at Cuttack in May, 2012 between Sri M.M. Prahraj, DGP and Sri Sanjeev Tripathy, Director, R&AW. My letter dated 12 June is attached- No. 8/ DIG-con Dated 12-6-2012, Sent by Email at 820 PM.

    Sub-Repeat campaign in OTV after move to dislodge CM, Orissa about non-filing of my Property return-after it has been submitted 7 times through you in past 7 months.

    Sir,
    You may recall your campaign of property returns against Chief Secretary and IPS Officers highlighting me because I had protested against filing of cases against CM through Capital PS. After that Vigilance deptt registered cases for bribe taking by IIC for registering FIR. That showed that cases can be freely registered against CM only which is not the purpose of Police deptt. This time I had not protested against move to break up BJD MLA’s after your meeting and dinner with RAW Chief at Cuttack for dislodging lawfully elected CM while he was away to UK. So it is not proper for DGP to start a campaign against me through OTV that I have not filed property returns. After normal submission in January, I had re-submitted 7 times referred above. Not forwarding it to Union Govt creates suspicion that it is due to anger that CM Odisha still survives.
    I have not added any valuable property in past 6 months after 7 returns submitted through DGP, and total property remains as indicated earlier-
    Immovable Properties-
    (1) In my own name-Arun Kumar Upadhyay
    C-47 in Palashpalli Duplex Housing Scheme, in Bhubaneswar-751010
    Given vide order No. 203/455/84/BDA dated 1-2-1991 of Bhubaneswar Development Authority.
    That order indicates application No. 455 in 1985. Cost was 2,25,000/- for which State Govt had sanctioned loan of Rs. 2,00,000/- given in 4 intalments. Due to delay in sanction of instalments and arranging Rs. 40,000/ extra (Rs. 15,000 interest for delay), I could take possession only in 1992.
    (2) In name of my wife Smt. Tripura Upadhyay-
    Flat No. 301 in Prakash Regency Apartment, Mainpura, Mohalla –Patelnagar, Road No. 10, PS.-Shastrinagar, Patna acquired after partition of her paternal property registered on 31-10-2007vide holding No. 781L/301 of 29-3-2010 of Patna Municipal Corporation.
    Important Movable properties-
    (1) TATA-Sumo Vehicle OR-05E-1999 purchased on 21-11-1996 from TELCO Regional Sales Office, Patrapada, Bhubaneswar 751002 by payment of Rs. 3,08, 272.48 vide Receipt No. 1366 dated 5-8-1996. It was purchased with govt loan of Rs. 2,50,000/-
    (2) Philips TV (20 inch) in Rs. 14,000/ in 2001.
    (3) Zenith Desktop computer with HP printer-Rs. 28,000/- in 2008.
    I am not responsible of any other benami property like Petrol pumps, plots in Metropolitan cities in my name by you and some other officers whose part list was published by you in Dharitri, dated 14-11-2011, forwarded to you for action vide 12/15-11-2011.
