Declaration of Assets and Liabilities under Lokpal : Date extended further


Last date of filling declaration under Lokpal Act has been extended further from 15th October 2015 to 15th April 2016.The last date of filing revised return for the year 2014 (as on 01.08.2014) and the return for the year 2015 (as on 31.03.2015) by Public Servants under the rule has now been further extended from 15th October 2015 to 15th April 2016.

Verify Employees’ Service Annually: Centre Tells All Depts

New Delhi: All central government departments have been asked to verify employees’ service record annually and inform them of any deficiencies thereof in order to check delay in processing their pension.


With the objective of eliminating delays in processing of cases of retiring government servants, the Department of Personnel and Training (DoPT)asked the departments through Office MemorandumNo.18019/7/2013-Estt.(L) dated September 3o to immediately undertake an exercise to ensure completion of the entries of service verification and conclude within a defined time-frame.

“Any gap in the verification of service may be intimated to the employee concerned, and simultaneously appropriate action for ensuring verification of missing spells may be taken by the Head of Office,” it said in a directive to all ministries.

The government servant concerned may also be informed of deficiencies and gaps as regards missing entries relating to verification of service and the period thereof, the order said.

In order to preclude and cut down on delays in payment of retiral benefits to government servants retiring of superannuation, the ministries may consider annual service verification and intimation to every officer regarding service verification status so that any lapse is timely ascertained and corrective action taken.

“The exercise of annual verification be monitored by every ministry, department or cadre controlling authority on a quarterly basis,” it said.

There are about 50 lakh central government employees.

All ministries are requested to issue suitable instructions to all Heads of Offices, and Pay and Accounts Offices for strict compliance of the instructions so as to preclude any delays in disbursement of retiral benefits of government servants, the directive said.

Seventh Pay Commission Likely To Link Pay With Productivity



New Delhi: The Seventh Pay Commission is likely to suggest linking pay with productivity with a focus on technology, skills and incentives, a move aimed at raising the productivity of central government employees.


The panel is also likely to recommend that in future additional remuneration be linked to increase in productivity.

The Seventh Pay Commission is expected to submit its recommendations by December and the central government asked the pay panel to look in to the issue of raising productivity and improving the overall quality of central government services in the country.

The Sixth Pay Commission had also said that steps should lead to improvement in the existing delivery mechanism by more delegation and de-layering and an emphasis on achieving quantifiable and concrete end results. Emphasis is to be on outcome rather than processes.

Accordingly, the Sixth Pay Commissions had also made several recommendations to enhance productivity and improve administration but previous UPA government failed to implement it.

Now, the central government advised the Seventh Pay Commission to be designated as Pay with a clear mandate to recommend measures to improve productivity of an employee.

The central government also said productivity per employee can be raised through the application of technology in public service delivery and in public assets created.

“Raising the skills of employees through training and capacity building also has a positive impact on productivity. The use of appropriate technology and associated skill development require incentives for employees to raise their individual productivities,” a central government financial panel said.

“The Seventh Pay Commission’s first task, therefore, would be identifying the right mix of technology and skills for different categories of employees. The next step would be to design suitable financial incentives linked to measurable performance,” an officer of the financial panel said.

WORLD POSTAL DAY ON 09 OCT 2015







       World Postal Day happens each year on October 9, commemorating the date for the establishment of Universal Postal Union (UPU) in 1874 in Bern, Switzerland. The UPU was the start of global communication revolution, allowing people could write to others all over the world. October 9th was first declared World Postal Day at the 1969 UPU Congress in Tokyo, Japan. Since then, World Post Day has been celebrated all over the world to highlight the importance of the postal services.
  
       The Postal Services is under the Department of Posts, which is part of the Ministry of Communications and Information Technology of the Govt of India. The apex body of the department is the Postal Service Board, consisting of a chair and six members. The six board members govern personnel, operations, technology, Postal Life Insurance, Human Resource Development (HRD) and planning. The joint secretary and financial adviser is also a permanent invitee.

        India has been divided into 22 postal circles, each circle headed by a chief Postmaster General. Each circle is divided into regions, headed by a Postmaster General and comprising field units known as divisions (headed by SSPOs and SPOs). These divisions are further divided into sub divisions, headed by ASPs and IPOs. Other functional units (such as circle stamp depots, postal store depots and mail motor service) may exist in the circles and regions. In addition to the 22 circles, there is a base circle to provide postal services to the Armed Forces of India. The base circle is headed by a Director General, Army Postal Service (with a rank of Major General).

          The highest Post Office in the world is Hikkim, Himachal Pradesh, India at a height of 15,500 ft (4700m) (postal code-172114).

         The first adhesive postage stamp in Asia were issued in the Indian district of Scinde in July 1852 by Bartle Frere chief Commissioner of the region. Frere was an admirer of Rowland Hill, the English postal reformer who had introduced the Penny Post. The Scinde stamps became known as “Scinde Dawks”, ‘Dawk’ is the Anglicized spelling of the Hindustani word Dak or (‘post’). These stamps with a value of ½ anna, were in use until june 1866. The first all India stamps were issued on 01 October 1854.

The weather phenomenon known as El Nino could lead to an epidemic of dengue fever cases in Southeast Asia, international researchers said Monday.
Cases of dengue fever have been shown to rise along with the ocean warming trend, which occurs some years but not others. The current El Nino, which has already begun and is forecast to last into next year, is expected to be among the most intense in 20 years, researchers say.
"Large dengue epidemics occur unexpectedly, which can overburden the health care systems," said lead author Willem van Panhuis, assistant professor of epidemiology at University of Pittsburgh Graduate School of Public Health.
"Our analysis shows that elevated temperatures can create the ideal circumstance for large-scale dengue epidemics to spread across a wide region."
Researchers analyzed 18 years of monthly dengue surveillance reports across southeast Asia, according to the study published in the Proceedings of the National Academy of Sciences, a peer-reviewed US journal.
They found trends among the total of 3.5 million reported cases in eight countries.
During the last particularly strong El Nino season, in 1997 and 1998, "dengue transmission was very high, matching up perfectly with high temperatures that allowed mosquitoes to reproduce faster and spread dengue virus more efficiently," said the study.
The higher temperatures in the tropics and subtropics were brought on by El Nino, moving warm sea water temperatures in the eastern Pacific toward the west. Dengue fever is caused by a mosquito-borne virus in the tropics and subtropics, causing nearly 400 million infections each year.
Symptoms can include fever, severe pain, headache, nausea, vomiting and skin rashes. In some patients, the infection can be fatal.
There is no vaccine to prevent dengue and no medical treatment other than acetaminophen.
The World Health Organization says the global incidence of dengue has grown dramatically in recent decades, and about half of the world's population is now at risk. AFP

Scientists have developed world’s first ‘medicinal’ chocolate.

There’s good news for die-hard chocoholics – scientists have developed a type of chocolate that is so healthy that it could also be taken as medicine, reports the Daily Mail. This is because this chocolate prototype only has 35 percent sugar and fat.
Kuka Xoco, an American company which is developing this chocolate, was able to do this by sweetening the unpalatable pure cacao with a herb from the Andean region of Bolivia and Peru. “This eliminates the need for sugar, sweeteners and much of the fat in chocolate, unleashing the medical benefits of cacao,” says Gregory Aharonian of Kuka Xoco, according to the Daily Mail. He even revealed that their long-term aim was to develop chocolate that contains just ten percent fat and sugar.
At the World Chocolate Forum held in London this week, Mr Aharonian, not only described sugar as ‘the next nicotine’ but also insisted that if the unhealthy ingredients were removed from chocolate, it could also be consumed medicinally.

Government to register Postal Bank by year end

NEW DELHI: The government is likely to register the postal bank by the end of the year while a pilot for payment services will be launched around January 2017. 

According to sources, as per the timeline for setting up postal bank, approval from NITI Aayog will be secured by mid-October followed by public investment board's nod by October-end and Cabinet approval in November.

"The registration for postal bank is planned be done in December and a pilot will be launched in January 2017," said an official in the communications and IT ministry.

He said the bank will be an independent company with initial corpus of Rs 300 crore and the new entity will enter into revenue sharing model with the department of posts (DoP).

The Reserve Bank had granted in-principle approval to 11 applicants, including DoP, in August to set up payments banks.

As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.

They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.

Procedure for booking of air-tickets on LTC- Clarification.

                                       OFFICE MEMORANDUM.

1. The undersigned is directed to refer to this Department's O.M. No. 31011/4/2014-Estt.(A-IV) dated 19th June, 2014 which lays down that the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. 'M/s Balmer Lawrie & Company', 'M/s Ashok Travels & Tours' and 'IRCTC' (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s). Vide DoPT's O.M. 31011/5/2014-Estt.(AIV) dated 24.09.2014, the web-portal of these authorized travel agents will also be treated as an acceptable mode for purchase of air tickets on LTC subject to the conditions stated vide Department of Expenditure's O.M. No. 19024/1/2012-E-IV dated 5thSeptember, 2014. 

2. It has been observed that various Ministries/Departments continue to send references to DoPT seeking relaxation regarding the booking of air tickets for the purpose of LTC from the travel agents not authorized by the aforesaid O.M.. In most of the cases, the common reason stated by the LTC beneficiaries is that they were not aware of the guidelines and inadvertently booked the tickets from other travel agents. 3. All the Ministries/ Departments are advised to ensure a wide circulation of the guidelines as stated in para 1 of this O.M.. This point may also be emphasized by the Administration whenever any advance is sought or intention to avail LTC is conveyed by the Government servant.

2. 28th to 30th September 2015 - Special cleanliness drive for all Departmental Post Office and administrative office campuses.

3. 1st to 5th October 2015 - Special cleanliness drive for all Branch Post Offices.
4. 6th to 10th October 2015 - Weeding out of old record, un-serviceable items as well as carrying out minor maintenance of departmental buildings.

5. 11th October 2015 - Special cleanliness drive organized by all Postal employees and officers to clean public places in the immediate vicinity of Post Offices; attempt should be made to involve local self Government bodies and district administration.

It has also been instructed to complete the programmes in true letter and spirit and to send high resolution photos in soft copy to the Directorate for each and every programme.
