GS visited Postal Directorate, New Delhi from 8/6/2015 to 11/6/2015. Shri Amrindra Kumar, CHQ President, Shri Nirmala Mitra, CHQ Vice President, Shri Roop Chand Ex-GS, Shri P. Ajith Kumar AGS-I, Shri Arup Seal, Circle Secretary, WB Circle, and Shri Manjunatha Hubballi, Circle Secretary, Karnataka Circle accompanied GS during visit. GS and his team met Member (P) and other officers and during the course of visit, following issues were discussed.

Cadre restructuring of Inspector Posts cadre.

It was told that IFW has returned the file in the last week with few observations. Some of the major observations are said to be as under:

a.351 ASP posts are proposed to be upgraded to PS Gr B cadre. Number of posts for up-gradation need to be included in the proposal as per GOI MF OM No. F. No. 07-18-E(CO-ORD)-71 dated 16-09-91, up-gradation of posts in effect amount to creation of a higher posts and needs to be supported by matching saving by abolition of live posts including post lying vacant less than one year.

b. For calculation of the expenditure after restructuring, grade pay of Rs. 4200/- has been taken instead of Rs.4600/-. With the pay of Rs. 4600/- for a total number of 2102 posts of IPs after restructuring, there would not be any savings and the financial implication to the tune of Rs. 96,72,000/- would have to be adjusted.

c.Many IP / ASPs are drawing grade pay of Rs. 4800/- due to MACP, which is equivalent to GP of PS Group B and hence, there will not be any financial implication. No statistical data supporting the above is available.

d.Action required to be taken for initiating separate proposal for abolition of posts in the present ASP cadre, redeployment of the staff now working against such abolished ASP posts and if not redeployed creation of supernumerary posts of to accommodate the surplus staff as the cadre of ASP is proposed to be abolished and also creation of Inspector Posts to the extent required.

e.Need for up-gradation of posts to provide promotional opportunities to the members of the staff need to be taken into account.

f.Details of the manner in which the instructions relating to imposition of a 10% cut on posts have been implemented by the department in terms of DoP&T, OM No 2/8/2001-PIC dated 16.05.2001 also needs to be indicated.

g.No suggestion/s is mentioned for full functional justification for up-gradation.

h.Matching savings may be provided from within the cadre and financial implications of the proposal (which should be budget neutral) should be amplified.

      It was requested by the Association to speed up the movement of the file by resolving all the observations raised by IFW and file be sent to the Nodal Ministry at the earliest, as cadre restructuring files of other cadres in the department have already been sent to Nodal Ministry for approval. GS and his team collectively suggested for abolition of few IP (C&PG) posts as matching saving against the financial implications and also to avoid further observations / queries etc. from DoP&T and DoE in MOF. It was told that Directorate will take proper care while resolving the observations raised by IFW and file will be submitted to Nodal Ministry at the earliest.

2. Non holding of Review DPC and Supplementary DPC 2014-15

It was told that the work is in process & both these DPCs will be completed by the end of this month. But reports from few circles are still awaited for holding of supplementary DPC.

3. Timely convening of DPC for the promotion to the JTS Gr. A cadre and PS Gr. B cadre for the year 2015-16.

Directorate has already allotted slots to each circle to hand over copies of ACRs/APARs and reports in person by officer who is attending this work at CO. As on date, 13 circles (Rajasthan, Punjab, HP, APS, UP, Chhattisgarh, Delhi, Assam, Uttarakhand, MP, Kerala, Gujarat, AP and Haryana)  have submitted their papers / documents. The submission of papers and documents process is likely to be completed by 15/6/2015. Jharkhand circle was asked to submit their papers and documents on 9/6/2015, but nobody turned till 10^th June 2015. It was told that no officer from Uttarakhand circle is in the ZoC either for promotion to JTS Gr. A cadre or PS Gr. B cadre, hence they submitted report accordingly.

Following circles are remaining to submit their papers and documents. They are called on dates shown against them. 

11/6/2015 : Karnataka/North East and J& K.

12/6/2015 : Maharashtra/Bihar/Tamil Nadu

15/6/2015 : Odisha / West Bengal

It is therefore requested to all members working in CO/RO to ensure submission of papers/documents by their circles on the allotted date/s. JTS Gr. A DPC will be convened first and thereafter regular DPC for PS Gr. B cadre will be convened.

4. Issue of seniority list of Inspector Posts cadre since 2001 onwards.

It was told that some information will be called for from circles to get the accuracy in preparation of pending seniority lists. Association requested to issue combined seniority list in phased manner, as done earlier, but this time it is likely to prepare and circulate the lists for 10 years. It is therefore requested to all members that whenever any kind of information is called on this issue, a care should be taken to supply the same immediately.

5. Reduction of quota of General Line in PS Gr. B Examination from 6% to 3%.

This will be finalized after receipt of approval for revised Recruitment Rules of PS Gr. B cadre from Nodal Ministry & UPSC.

6. Issue of revised Recruitment Rules of PS Gr. B cadre.

Draft of revised Recruitment Rules of PS Gr. B cadre is being sent to UPSC for final approval.

7. Issue of revised Recruitment Rules for the post of Assistant Manager in MMS.

Issue is said to be delayed for want of details of feeder cadre of the AMM & old RR’s thereof, as Inspector in MMS has already merged into Asst. Manager cadre. The feeder cadre of Inspector in MMS was earlier having number of hierarchy posts in the cadre. It is expected few changes in the eligibility for appearing in the examination. The work of preparation of RRs is said to be at final stage.

8. Non holding of PS Gr. B Examination for the year 2013 and 2014.

Holding of examination work is likely to be entrusted to Staff Selection Commission (SSC). It was told that Notification/s for holding of examination/s will be issued by SSC only. It will take some time. By that time, there will be no examination.

All are well aware that this request was submitted by GS to Directorate under letter No.  CHQ/IPASP/IP-Exam-12 /2012 dated 29/4/2013. See the copy of said letter on CHQ blog under label ‘GS Desk’.

9. Vigilance enquiry in the death case of Ms Mohini Gupta Ex-ASP Ajmer

Reminder will be issued to Rajasthan Circle to speed up the enquiry.

10. Inter circle Rule-38 transfer cases of Inspector Posts cadre

As per the directions of Hon’ble Member (P), a fresh list containing the names of Inspector Posts whose transferred cases are not resolved by Circles was prepared on the spot by contacting each CS’s through WhatsApp/phone etc and submitted on 10/6/2015. It was told that circles will be reminded soon.

11. Holding of periodical meeting with Hon’ble Secretary (Posts)

Date of meeting is likely to be communicated after confirmation from Secretary (Posts).

The Future of Post Offices as Banking Institutions in India- The Hindu report

 India’s financial inclusion dynamics and recognize the role post offices could play with their homespun technology. It anticipates a future for Indian post offices as banking institutions, taking into consideration the deposits, performance, and administration of the branches that provide Core Banking Solutions (CBS) in Chennai. This report will look at the transitions and institutional layering that the Post Office Savings Banking is going through. This report aims to provide an unbiased evaluation of post office banking, focusing on the loopholes that need to be plugged in the process of institutional layering. The report includes suggestions that will enable the Indian postal services to become an instrument of financial inclusion. The main conclusion of the study is that post offices can do better as an agency commission for credit facilities than as a provider of first party services.

6 things we need to know about the new ITR forms:

1) Providing a big relief to assessees, the new ITR forms have been reduced to three. "The number of pages for the new ITR forms has been reduced from 14 pages to 3, making it easier for income tax assesses. The new forms, known as ITR 2 and ITR 2A, will therefore consist of only 3 pages. Any other details that must be filled will have to be included in schedules," informs Adhil Shetty, founder & CEO of BankBazaar.com. 


2) Currently individuals/HUFs with income from more than one house property and capital gains are required to file Form ITR-2. "A new ITR 2A form is proposed which can be filed by an individual/HUF that has income from more than one house property, but does not have any income from capital gains, income from business/profession, foreign assets/foreign income," says Karmakar. 

3) An individual/Hindu Undivided Family (HUF), who has exempt income without ceiling limit (other than agricultural income exceeding Rs 5,000), can now file Form ITR 1 (Sahaj). Earlier, an individual with exempt income (e.g. dividend income) of more than Rs 5,000 was required to file ITR-2. 


4) With regard to foreign travel details, it is now proposed that only the passport number, if available, will be required to be furnished in ITR-2 and ITR-2A. There would be no requirement to provide details of foreign trips/expenditure. This would bring relief to all individuals who travel extensively. 


5) The Finance Ministry has done away with the disclosure of details of dormant accounts which are not operational during the last three years. "As regards bank account details in all these forms, only the IFS code, account number of all the current/savings account which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished," says the Finance Ministry statement. 

6) An individual, who is not an Indian citizen and is in India for business, employment or on student visa, will not mandatorily be required to report the foreign assets acquired by him during the prior years in which he was non-resident, if no income is derived from such assets during the relevant financial year. 


According to tax experts, the above changes proposed in the ITR forms will provide respite to the taxpayers, including all expatriate employees working in India, by simplifying the process of the tax return filings. 

Sonu Iyer, Tax Partner & Human Capital Leader, EY, says, "The government has carefully considered the representations made and suitably dealt with the same by coming out with changed and different forms. Expatriates can also now breathe easy as unnecessary information will not be requested."

IndiaPost inks deal to issue 1.5 crore debit cards

The personalized debit cards for DOP will be issued on the NPCI platform and their usage would initially only be on ATMs installed at DOP branches, as a closed loop environment. The cards can later be used on other ATMs with Rupay affiliation. These cards will initially be of the magstripe variant, with the option of EMV being available to the account holders after a set period of time. 

"This deal will power issuance of personalized cards to complement India Post's ATM deployment plans over a three-year period. We expect this to benefit people using teller facilities at the branches, as they can now begin to use these cards for more convenient cash withdrawals," said Mokam Singh Matta, Head of Card Business, CMS Info System. In addition to financial cards, CMS also personalizes Smart Cards which are being increasingly used in large scale government projects, including National ID, Rashtriya Swasthya Bima Yojana (RSBY), Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and Employee's State Insurance Corporation (ESIC). Some of these form a critical backbone for financial inclusion projects in the country, he said. 

India Post which is a large mobiliser of deposits is currently awaiting approval from Reserve Bank of India to set up the Post Bank of India. The government department, which has the largest financial services distribution network across the country, is presently running a large deficit on postal services. With traditional mail services on a decline due to electronic communication, the department is looking for opportunity in logistics and financial services. 

The department has already embarked on deploying core banking solutions which will make it easier for customers to get service outside their home branch.

RBI nod to Post Bank of India expected by July this year : Ravi Shankar Prasad

Union Minister Ravi Shankar Prasad today said he expects Reserve Bank of India(RBI) to grant payment license to proposed Post Bank of India by July. He said the network of 1,54,000 post offices (including 1,30,000 rural post offices) equipped with payment bank facility will bring new revolution.

On proposed Post Bank of India for which permission is pending with Reserve Bank of India, Union Minister said, “by July August the payment bank license is ought to be given. We have 1,54,000 post office. With opening of payment bank there will be new financial revolution. We have 1.5 lakh service sectors involved. We want our 1.30 lakh rural post offices also to be covered under this network.”

Briefing about one year achievements of his department Prasad said, “In last one year 27,215 post offices are networked into one national unit through computers. Money transfer etc facilities are available through this network. 1,30,000 solar powered handheld bio-metric devices to be provided to rural post offices. ”

“In previous year there were 4 ATMs, in this year 115 ATMs are installed. Core banking solution availability is up from 236 to 2590 post offices in one year.”

“E-commerce cash on delivery revenue has been up from Rs 100 crore to Rs 500 crore in a year. Parcel revenues grew by 37% this year from 2% decline in previous year. 28 new parcel centers are established to boost e-commerce.”

“CAG report laid in parliament on May 2015 highlights that speed post service is better than private couriers. The survey was conducted in 8 states before this conclusion.”

Nominationf for Gr"B" called for for the year 2015-16.

The directorate vide memo no. 9-02/2015-SPG dated 24.05.2015 has called for nominations from 343 ASP candidates.  There are 17 candidates whose names were called for from AP Circle.  All the concerned are requested to speed up action to send required information to the Circle Office by the last date fixed.

Forwarding of transfer applications to CO by Hyderabad RO.

As per the item  taken up by the  association , during bi-monthly meetings with the PMG Hyderabad, the  RO Hyderabad  has agreed to  forward the transfer  applications of ASPs to the Circle Office for registering in the concerned registers. Now the said pending applications were sent to Circle Office on 02.06.2015. Thanks to the PMG/DPS for solving the long pending problem.

Interesting facts.

1.     Out of 121 crore people in India if just 10% drink juice for  Rs.10 daily then for a month it's approximately 3600 crores.

2.         When we drink Pepsi and Coca-Cola, this 3600 crores goes out of our country. Pepsi and Coca-Cola companies are getting more than 7000 crores every day.   We are requesting you to drink sugarcane juice or tender coconut or fresh juices and save the 7000 crores of our country and give them to our farmers.  None of our farmers will commit suicide henceforth. 

3.        When we consume fresh fruit juices it will in turn give income to one crore people for their living. Later the juice available for Rs.10 will be reduced further.  Support Indian goods and make our country financially strong. 

Minutes of CWC meeting held at Vijayawada on 03.05.2015.

1.       IP/ASP merger. The OGS has clarified on the subject in detail and details are still awaited from the Chq.

2.       Court case pertaining to grant of PG. Rs. 5400- grade to ASPs who worked for four years in the PG Rs. 4800- The OA No. 296/2014 has been posted to four weeks from April-2015.  The same will be pursued after court vacations.

3.       Majority of IPs/ASPs have opined that  if the IP-ASP merger  proposal is implemented junior ASPs and Senior  IPs who due for promotion will lose gazetted status. Requested to clarify the issue.  Most of the IPs/ASPs are in favour of retaining the gazetted cadre. The OGs has clarified that after consulting all the Circles, the proposal was submitted to Dte.  tharough the GS and now there is no chance to modify the proposal.

4.       IP/ASPs from Kurnool Region raised issue relating drafting of ASP(Hqrs) post from Tirupati division to PTC Mysore since Tirupati Station is world known piligrim place where VIPs/VVIPs visit  very frequently and IP/ASP staff of the division are asked to escort them.  It was decided by the CWC to take up the same with Circle Office for restoration of the post. (This was taken up with the CPMG)

5.       Creation of new group “B” posts according to work load by taking all the new items of work (Multi farious nature of work). (This was taken up with the GS)

6.       It was mentioned that IP/ASP cadre are supervising the GDS cadre staff that are not well educated and not aware of rulings position un-like other sector like central excise, income tax etc. Department need to pay special attention towards IP/ASPs . (This was taken up with the GS)

7.       Cadre restructuring was not done since long. This needs to be taken up with the General Secretary. (This was taken up with the GS)

8.       Delay in conducting of DPCs.  DPCs are to be conducted twice in a year.  This is to be taken up with Circle Office. All the ASP(Hqrs) are requested to arrange submission of latest CRs(APARs) 1993(OC), 1996 (SC/ST). (This was taken up with the GS)

9.       DPC for promotion to ASP: This is under process to form members and chairman and expected to complete within a fortnight. (This was taken up with the CPMG)

10.   It was pinioned that IPs/ASPs may be permitted to charge the cell phone  bills and claim the same from divisional head in anticipation. At present divisional heads are sanctioning cell phone charges.  (This item was  taken with the Circle Office)

11.   Two divisions in Visakhapatnam Region i.e Srikakulam and Parvathipuram have not permitted the IP/ASPs to purchase brief cases. Similarly two divisions in Hyderabad Region have not permitted to purchase brief case. This item is being taken up with the PMG Visakhapatnam/Hyderabad during the ensuing bi-monthly meeting.

12.   Most of IPs/ASPs are holding more than one sub-division months together  which affects the quality of work and some reports are delayed badly.  The Circle Office will be requested to post all the vacant IP/ASP posts early. (This was taken up with the CPMG)

13.   Inspection days to be increased. Inspection days for inspection of BOs/SOs/HOs were fixed some 55 years ago.  All the members opined that the inspection days are to be increased by taking all the work load added including social security pensions, GREGS, SSY.  The GS will be asked to take up the same with the directorate. (This was taken up with the GS)

14.   Conducting of work shop to sub divisional heads in connection with loss and fraud cases since IPs/ASPs are being identified for contributory negligence. The association will conduct with the senior ASPs worked in CO/ROs. (Circle secretary will arrange with the help of Sr. ASPs working in CO/RO)

15.   Most of the members stated that road mileage is not uniform.  Some divisional heads are giving as per the justified work where as some are giving minimum.  This will be taken with the CO for granting uniform road mileage to all the sub divisional heads. (This was taken up with the CPMG)

16.   Training in CBS. Most of the sub divisional heads are not aware of the CBS work related job. Circle Office may be asked to import training to all the SDHs on this so that they can supervise the staff working in the CBS environment. (This was taken up with the CPMG)
