LTC to Some Countries

A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized. 

The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region. 

As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008. 

Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha today (11/3/2015)

Training at Bangkok for ASPs.

As per the Circle Office memo number ST/Trg/Bankok/13 dated 11.03.2015, Sri Syed Imam ASP(Hqrs), office of the SSP Hyderabad City division has been deputed to APPC Bangkok from 15.03.2015 to 10.04.2015 on marketing and innovations for posts(MIP) subject.

The undersigned is directed to refer to this Department's Notification No. 21/2/75-Estt.(D) dated 11.11.1975 reclassifying the posts under the Central Government as Group 'A', 'B', 'C' & . 'D' in place of Class 'I', 'II', 'III' & 'IV' and to state that wherever the old nomenclature of Class 'I,II', 'III' & 'IV' are mentioned in the CCS (Leave) Rules, 1972, the same may be read as Group 'A, 'B', 'C' & 'D',-respectively.

Govt may implement Seventh Pay Commission report from April 2016

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”

 

Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.

 

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

 

However, the Sixth Pay Commission had submitted its report within 18 months.

 

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

 

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.

 

Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

 

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.

 

It is interesting to note that the earlier governments never accepted to link the pay with productivity.

Rotational transfer orders are to be issued in the month of March-2015.  In this connection following submissions are made.

1   Every year RTs are issued without informing the vacant places to the IPs/ASPs  who are to be  rotated ,as a result of which they are not aware of the places to be opted.

2  Hence, it is requested to notify the vacant places and communicate the same to Ips/ASPs so that they can opt for the convenient places in the region.

3.    The associations request the kind authorities to consider the requests of the Ips/ASPs to their opted places, in the month of January/February every year.  If the requests are considered they work with more satisfaction and administration can extract work while achieving the targets.

Your kind attention is invited to this Association’s letters of even number dated 15/7/2013, 19/11/2013, 6/1/2014, 17/4/2014, 16/5/2014, 21/6/2014 and 29/8/2014 addressed to Secretary (Posts) and copies endorsed to you regarding finalization of Recruitment Rules of PS Gr. B cadre and reduction the share of General Line officials from 6% to 3% in LDCE for the promotion to the cadre of PS Gr. B.

This Association would like to bring to your kind notice that as per the clause 3.1.5 of DoPT OM No. AB-14017/48/2010-Estt (RR) dated 31^st December 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”.

Directorate vide memo No. A.34012/01/2015-DE dated 15^th January 2015 has circulated the calendar of Departmental Examinations to be held in 2015 in which PS Gr. B Examinations for the year 2013 and 2014 are scheduled on 21-6-2015 and 18-10-2015 respectively. It was already requested by this Association that LDCE for the promotion to the cadre of PS Gr. B for the year 2013 and 2014 may be conducted separately only after revision of Recruitment Rules of PS Gr. B cadre and reduction of share of General Line officials from 6% to 3%.

In view of the above, it is once again requested to conduct the above said LDCEs after reduction of share of General Line officials from 6% to 3% to avoid further litigations etc. in the matter, as examination for the year 2013 and 2014 have already been delayed by the Directorate for the reasons best known to them.

Increasing Pension Limits Under Employees Pension Scheme

The Government is not considering to enhance the age limit for Employees Pension Scheme (EPS).The Pension implementation Committee (PIC) has recommended to increase the short service pension entitlement age from 50 years to 55 years. The proposal is under consideration of the Central Board of Trustees (CBT),Employees’ Provident Fund (EPF).The proposal, if accepted is likely to decrease the reduction of pension due to short service.
