7th Pay Commission – Estimated Pay Scales shows substantial increase in salary for CG Employees

New Delhi, There is a good news for Central Government employees that 7th Central Pay Commission’s report will be implemented with effect from 01.01.2016. Central Government employees are expecting merger of dearness allowance, increase in other allowances such as house rent, children education allowances etc. with the implementation of this report.

With the beginning of 2016, pay scales proposed by 7th pay commission will be implemented. Our reports suggests that expected pay structure would be similar that we have produced. If this happens then there would be three times jump in the salaries of central government employees.

7th pay commission has reiterated that ratio between the minimum and maximum pay scales proposed by 6th pay commission was 1:12. It has also reiterated that there are lots of anomalies left, after the implementation of 6th pay commission and those anomalies will certainly be taken care of. It is expected that ratio between the minimum and maximum pay would be 1:13. This will certainly be anoying factor for employees unions.

Employees unions are studying estimated pay scales and would certainly be registering its suggestions soon.

Till date central government has notified six pay commissions before notifying seventh in February 2014. First central pay commission was notified in 1946, second CPC in 11957, Third CPC in 1970, Fourth CPC in 1983, Fifth in 1994 and sixth in 2006.

Report of sixth pay commissoin was implemented w.e.f. 01.01.2016. Sixth pay commission had proposed many newthing such as children education allowance and transport allowance.

It further prposed increase in all allowances by 25% with the increase in dearness allowance to 50% to counter rising inflation. It had also proposed two year child care leave for women employees. These measures were widely welcomed by central government employees. These measures were widely welcomed by central government employees. 6th pay commission had also proposed to modify assured career progression scheme and introduced Modified Assured Career Progression Scheme (MACP).

Now central government employees are expecting modification in allowances and schemes. Employees are expecting increase in house rent, children education allowance, transport allowance and other allowances. Employees are also expecting that currency of Modified Assured Career Progression Scheme will be reduced to five years from 10 years. Employees unions are demanding upgradation in grade pay after five years, if the employee doeno’t get the benefit promotion in five years time.

Central government employees are also expecting that 7th pay commission would recommend permanent solution to merger of dearness allowance with basci pay if it crosses 100% mark.

Employees are also expecting increase in annual increment from 3% to 5%. One bone of contention for central government employees is Grade pay Rs. 5400. This grade pay falls both in PB-2 and PB-3. Employees are expecting increase in grade pay Rs.5400 which falls in PB-3 so that on promotion employees get increase in grade pay along with increase in increment @5% (current increment is 3%).

City compensatory allowance was stopped by 6th pay commission. Employees’ unions wants that city compensatory allowance be restored according to the class of cities.

Expectations are very high let’s see how much 7th pay commission fulfills those. But it is certain that 7th pay commission will bring cheers to around 80 lakhs central government employees and pensioners.

Life insurance policy holders may get 15% cut in premia.

Life insurance policy holders, who opt for electronic format of policy, may now get a 10-15 per cent reduction in their premiums as IRDA has revised guidelines with regard to repositories and dematerialisation.

"The insurer subject to F&U guidelines may offer discount in premium in respect of those policies maintained only in the electronic form," regulator IRDA said in the revised guidelines of Insurance Repositories and Electronic Issuance of Policy.

Dematerialisation of insurance policy is being done by five insurance repositories, including CAMS Repository Services

The objective of creating an insurance repository is to provide customers the facility to keep policies in electronic format.

Keeping the insurance policies in electronic form provide safety from misplacing, convenience similar to what is there in case of equities.

Besides, the Insurance Regulatory and Development Authority (IRDA) revised norms for outsourcing of both core and non-core activities mentioned in outsourcing guidelines to Insurance Repositories.

This may help insurers outsource the core activity such as the policy servicing function to specialist, who can not only provide front office presence, but also execute service request thereby reducing cost of operations and improve in turn around time, CAMS Repository CEO S V Ramanan said.

"Over short to medium term we see tremendous value add for insurers who in turn can pass on benefits to policy holders. Not only in terms of reduced premiums but also through faster resolution of their queries," he said.

Experts said discounts in premiums could be in the range of 10-15 per cent.

Yesterday, the Reserve Bank allowed banks to act as brokers for insurers, set up their own subsidiaries and also undertake referral services for multiple companies with the objective to raise insurance penetration in the country.

Banks can also act as corporate agents without seeking prior approval from the RBI. However, they will have to comply with IRDA guidelines.

Under existing bancassurance guidelines, a bank can act as a corporate agent and sell policy of only one life insurer and one non-life insurance company.

The new guidelines allow banks to act as brokers permitting them to sell insurance policies of different insurance companies.

Hyderabad: Metformin, the drug commonly prescribed for Type-2 Diabetes by doctors to control blood glucose levels, proved effective against vascular disease Atherosclerosis, a disease that causes the constriction of passageway for blood in blood vessels due to deposition of fat and plaque and can lead to cardiac arrest.

Researchers Dr Srigiridhar Kotamraju, Sathish Vasamsetti, Santosh Karnewar, Koteswararao Kanugula, Dr Jarald Mahesh Kumar and Avinash Raj from CCMB carried out the study and published their work in a Diabetes journal.
Scientists found that the drug prevented the exacerbation of the disease and even worked to increase good cholesterol and at the same time, reduce bad cholesterol.

People think that Metformin is cardio-protective. Our research has now proven this for the condition Atherosclerosis and it is true for non-diabetic people also. But clinicians have to ultimately observe and tell us,” Dr Kotamraju, senior scientist, IICT, said. This also means that diabetes patients on Metformin prescription would be less likely to develop cardiovascular diseases.
But scientists say Metformin’s capabilities are not just limited to controlling glucose and inhibiting cardiovascular diseases. It is now being thought of as a wonder-drug that can check cancer and neuro-generative diseases.

IICT scientists say Metformin-like compounds have effectively killed cancer cells of all varieties. “It has anti-cancer properties. In our lab, we have seen that Metformin actually kills cancer cells. So it could be that patients who are on the drug could be less prone to developing cancer. It is being seen as a wonder-drug now,” Dr Srigiridhar said. Studies are going on around the world to find the potency of the drug against various diseases.
