CWC Meeting was held in grand success at Shirdi (Maharashtra) on 12/10/2012 and 13/10/2012. Seventeen postal circles attended CWC and took active part in the deliberations. Minutes of the CWC will be placed on the blog shortly. Meanwhile highlight of the CWC Meeting is that:
Association is against the merger of IP/ASP cadre and support to Mr. Permanand financially to file another OA in Hon’ble CAT Ernakulam bench jointly.
Our circle branch projected our stand on the issue as "We are in favour of merger of IPs & ASPs with common grade pay of Rs. 4600/- from 01/01/2006 with Gazetted status for all IPs & ASPs without considering promotion of IPs to ASPs as a financial upgradation while considering MACPS".
But, as the general body of the All India Association decided against the merger of IPs & ASPs in the All India conference held at Bengaluru on 27/01/2012 & 28/01/2012, our merger proposal could not succeed.
The CHQ requested for funds for filing the OA from all the circles with contribution of Rs.10,000 from bigger circle branches like AP, TN, MH etc., and Rs.5,000/- from smaller circle branches like North East, Kerala etc.,
Apart from the agenda, our circle raised the following issues in the CWC meeting for which General Secretary assured to take up the issues with the Secretary Posts for resolving them.
1. Honorarium to IPs/ASPs for working as IOs & POs - The honorarium ceiling limit of Rs 4000/- as of now existing under Financial Hand Book rules should not be made applicable for Honorarium for working as IOs/ POs. If this is not possible, honorarium ceiling limit should be enhanced as many IPs & ASPs are working as IOs & POs in more than 3 cases at a time. Further, the DoPT order enhancing the honorarium for IOs & POs should be circulated to all circles by the Directorate immediately.
2. Limited Departmental competitive examination for promotion to AAOs - IPs & ASPs should be allowed to appear for LDCE for promotion to AAOs. Further, The names of IPs & ASPs whose names were deleted from the list of candidates who qualified JAO Part-I examination, should be immediately restored and they should be permitted to appear LDCE for promotion to AAOs.
