OFFICE MEMORANDUM

Subject- Delegation of powers for settlement of reimbursement claims/Permissions ex-post-facto approval in respect of Pensioner CGHS beneficiaries, etc.

With reference to the above subject the undersigned is directed to state that that the matter has been reviewed by the Ministry in view of the difficulties faced by the CGHS pensioner beneficiaries Therefore, with a view to streamline and to simplify the procedures. it has now been decided to further delegate powers to the Addl. Directors of CGHS Cities / Zones in respect of CGHS pensioner beneficiaries. etc. as under:

i) Permission / ex-post facto approval in non-empanelled hospitals / Diagnostic Labs /Imaging Centre:

Requests for permission ex-post facto approval for elective treatment / investigations in non-empanelled hospitals / diagnostic centres in respect of Pensioners/ex-MF’s/freedom Fighters, etc. shall be considered by Addl. Director of concerned CGHS city / Zone subject to the reimbursement being restricted to CGHS package rates or actual expenditure, whichever is less

ii) Permission / ex-post facto approval in cases involving procedural lapse:
Requests for approval of elective treatment l investigations in empanelled hospitals / diagnostic centres without recommendation of Govt. Specialist or CMO and without prior permission in respect of Pensioners/ex-MPs/freedom Fighters, etc, shall be considered by Addl. Director of concerned CGHS city / Zone subject to the reimbursement being restricted to CGHS rates or actual expenditure whichever is less.

iii) Delegation of Powers for Settlement of Medical Reimbursement Claims (at approved rates) of Individual Pensioner Beneficiary. etc,

Government on Sunday released postal stamps on Swachh Bharat Mission that were designed by kids in the age group of 10-14 years, who have been awarded for their winning entries. As a part of Swachh Bharat Mission, Department of Posts had organised a nation-wide competition inviting entries for designing the commemorative postage stamps of denominations of Rs 25 and Rs 5 and a miniature sheet.

“Postal department has worked as per the will of the Prime Minister that whenever we have to issue commemorative stamp or any other work we should look at opinion of people. I am obliged to kids who have suggested these idea. We will facilitate these kids whenever we get opportunity on other occasion,” Communications Minister Manoj Sinha today said.

He was speaking after jointly releasing the stamp, miniature sheet, First Day Cover and brochure on Swachh Bharat Mission theme with Urban Development Minister Venkaiah Naidu.
First prize of Rs 10,000 went to 12 year old Binita Biswajeeta, second prize of Rs 6,000 to 10 year old Sanjula S and third prize of Rs 4,000 to 14 year old Arushi Agarwal.

Sinha said that Swachh Bharat campaign has successfully completed 2 years and now there are 1 lakh villages in this country where no one is going for open defecation.

“Due to Prime Minister Narendra Modi there has been change in mindset of people across country. In 1901, Bapu in Congress Summit said that there is need to give push to this mission and it is more important than freedom. The mission initiated by Bapu gave inspiration to people. I think that inspiration was losing momentum which has been rejuvenated by the Prime Minister,” Sinha said.

He said that the mission has now become people’s movement.

“We have heard that young women have refused to marry if there are no toilets at home. The kind of news we hear around the mission are inspirational,” Sinha said.

Naidu said that people across country are joining the campaign and there is need to change mindset of people to accelerate it.

“Some people think that they know everything about cleanliness. I agree but many don’t think about their neighbourhood, temple, mosque, church etc. Everyone has to come together for development of nation. Money is not enough for progress but people need to change mindset,” Naidu said.

He said that central government, state government, panchayat everyone has to work together as Team India.

“You have to be clean from mind, body and money. You may heard about money becoming clean yesterday. Borders are also now becoming comparatively cleaner,” Naidu said.

He cited example of a Muslim lady in Guntur has gifted a toilet to her daughter-in-law, a 14 year girl in Karnataka going on hunger strike to get toilet built in all 70-80 in her village as encouraging sign of people getting involved in the Swachh Bharat campaign.

India Post Payments Bank starts recruitment


India Post Payments Bank, IPPB has started its recruitment drive with the release of the advertisement for the post of the Chief Executive Officer/ Managing Director, the Chief Technology Officer (CTO), other CXOs who will be heading its Operations, Risk and Compliance, Finance, HR & Administration and Sales and Marketing Departments. It has also advertised for some contractual positions across multiple Departments. Regular recruitment for other positions across scale I-VII will also be announced in the coming weeks. IPPB has also called for deputations from Public Sector Banks for some corporate HQ positions and will shortly be seeking deputations from banks, post office & other Government Departments for its branch locations. IPPB plans to recruit about 3,500 professionals in the coming months. Details are available on the India Post website.
IPPB will be headquartered in New Delhi and plans to launch 650 branches across the country by the next year. The India Post Payments Bank will leverage the widespread reach and the trust that the Post office enjoys in the minds of the citizen to truly drive financial inclusion.
With all 1.54 lakh Post offices, including 1.39 lakh rural post offices as its access points and 650 Payments bank branches in district Headquarter locations, it will be the most accessible bank in the world in terms of reach. It will deploy state of the art technology to make banking both simple and convinient to its customers. IPPB calls upon dedicated and committed professionals who would want to be part of the journey to create a national financial architecture which will connect every citizen with the financial services that they need to access.
It may be recalled that the India Post Payments Bank Limited has received the Certificate of Incorporation from the Registrar of Companies, Ministry of Corporate Affairs on 17th August, 2016 under the Companies Act 2013. This would be the first PSU under the Department of Posts. This has happened in the wake of Prime Minister Shri Narendra Modi’s Independence Day address, raising the expectations of the people from the soon to be set up India Post Payments Bank. With this move the Department of Posts has cleared an important milestone on this journey.
The Department of Posts is expected to complete the roll out of its branches all over the country by September 2017. This could be the fastest roll out for a bank anywhere in the world.

Department of Posts releases two Commemorative Stamps on Gandhi Jayanti


Swachh Bharat Mission is fast taking shape of a mass movement-Manoj Sinha.
The Union Minister for Communications Shri Manoj Sinha said that Swachh Bharat Mission got a new impetus in the country after the Prime Minister launched the Mission on 2nd October, 2014, and in the last two years the steps taken in this direction whether regarding construction of toilets or Solid and Liquid Waste Management, India has created a sort of World Record. Paying Tributes to Mahatma Gandhi and Lal Bahadur Shashtri on their Birth Anniversaries, Shri Sinha expressed happiness that on the occasion of second anniversary of Swachh Bharat Mission, one lakh villages have become Open Defecation Free. He said, cleanliness was part of Indian culture and legacy, but somewhere we lost the path and reminded the audience that Mahatma Gandhi talked about the cleanliness at length in the Calcutta Congress Session in way back in 1901 and after more than 110 years, the swachh movement got a new impetus because of the dynamism of Prime Minister Narendra Modi. Shri Sinha was speaking at a function here, where two commemorative stamps on Swachh Bharat Mission and a miniature sheet were released in the Presence of Union Minister for Urban Development Shri M.Venkaiah Naidu.

Shri Sinha said, “A clean India would be the best tribute, India could pay to Mahatma Gandhi on his 150 birth anniversary on 2nd October 2019, as was dreamt of by Prime Minister Narendra Modi. He said, with citizens now becoming active participants in cleanliness activities across the nation, the Swachh Bharat Mission is fast taking shape of a mass movement.

Speaking on the occasion, Shri Naidu informed that all the 170 towns of Gujrat and 110 cities of Andhra Pradesh have become ODF today. He said that Clean Mission is a very big mission and the entire country has to work to achieve the goal as it is neither a political programme nor a Government Scheme, but a National Mission. He appealed to the Youth of the country to come forward and take the responsibility of making India clean by 2019. He informed that the Government is considering to change the name of Shouchalaya as Swachhalaya.

Shri Naidu said even as the Prime Minister is galvanising all sections of society and people of all age groups through his “Mann Ki Baat” radio addresses, he also wants that the Centre, States, Municipalities, Village Panchayats should work in the spirit of Team India by taking all sections of society in the true spirit of cooperative federalism. He commended the postal department for taking up the cleanliness drive in the Mission mode and said that the Postman reaches the Last Man in the Country and in that sense they can fulfil the dream of Antodaya-Justice to the last man, the vision of Pandit Deen Dayal Upadhayaya.

Secretary, Department of Posts Shri B.V.Sudhakar said that Swachh Bharat Mission is a Silent Revolution that is happening in India, but this is also a Peaceful, Powerful and Pure Revolution. He said, a Clean India will be a Healthy India and a Healthy India will be a Productive India which will promote high growth. He said, a healthy competition has begun in all walks of life to out beat others in cleanliness index.

As a part of Swachh Bharat Mission, Department of Posts organised a nation-wide competition inviting entries for designing the commemorative postage stamps of denominations of Rs 25 and Rs 5 and a miniature sheet. The designs on the stamp & miniature sheet are based on three best entries submitted by Ms. Binita Biswajeeta, Ms. Sanjula S. and Ms. Arushi Aggarwal in the above competition. On this occasion, the awards for best post offices in Haryana and Delhi Postal Circles were also given.
