CHQ News....



General Secretary Shri Vilas Ingale visited Directorate on 13th and 14th June 2016. He was assisted by Shri Manjunatha Hubballi, CS Karnataka Circle and Shri Arup Seal CS, West Bengal Circle and Shri Navinchander AD (Philately). The following issues were discussed with Hon’ble Secretary (Posts) on 13/6/2016. Sir has assured that he will look into it.

Team also met with Member (P), Director (DE), Director (Estt), Director (SR & Legal), Director (Staff), Director (CBS), ADG (DE), ADG (Staff), ADG (SPB) and concerned Section Officers and discussed the related issues with them. 

The issue of GP case of Inspector Posts cadre also discussed in depth with Secretary (Posts). He was requested that while attending Empowered Committee of Secretaries Meeting to maintain parity of GP of Inspector Posts with Inspectors working in other ministries.

Revised combined All India Seniority list of IPs for the year 2001 and 2002 released on 9/6/2016. Awaiting feedback / representations if any from the candidates thereon. Thereafter it will be decided further course of action for preparation of remaining years combined seniority list. However, preparation of work of remaining years seniority list is under process.

File is in establishment division for study. Likely to be submitted to UPSC for approval.

Holding of PS Gr. B Examination for the year 2013, 2014, 2015 and 2016
As single tender is said to be received and hence vendor is not finalized. Department has asked circles to conduct LGO examination. Likewise it is expected that circles will conduct Inspector Posts and PS Gr B examination. There will be examinations in this year.

Inter Circle Rule 38 transfer cases of Inspector Posts cadre
Reminder will be issued to the circles who have not relieved the officials.

Holding of periodical meeting with Hon’ble Secretary (Posts)
Reports / comments from DDG (P) and DDG (Vig) are not received on agenda at SR Section. Reminder will be issued.

Completion of appointment formalities of  candidates nominated by Staff Selection Commission for appointment as Inspector Posts 2013 and 2014
Circles will be directed to complete the pre-appointment formalities immediately.

Verification of membership result
IP/ASP achieved 78.69 % memberships in the verification process which is highest among the others. Only 2245 members took part in verification.

Non consideration of promotion case of Shri V. V. Raman (Kerala) for PS Gr. B cadre
Kerala circle has not submitted proper vigilance and other reports.

Modification in questionnaire of CBS post offices
Director (CBS) directed to provide ideas / comments within 7 days to enable Directorate to modify the existing questionnaire.
         
          The issue of cadre re-structuring was also discussed with ADG (Estt) and Director (Estt) in detailed. Both the officers are aware of our earlier proposal. Both the officers advised that if the recommendations of the 7CPC in favour of IP/ASP cadre are accepted by the Govt., then Association has to move a fresh proposal within the existing sanction strength only like Gr. C and IPoS.  GS and his teammates told that fresh proposal if required will be submitted after implementation of report of 7CPC.

Transfers in ASP cadre- Hyderabad City Region.

Circle Office vide memo no. ST/92-1/ASP/RTs/2016     dated 13.03.2016 has issued following ASPs  transfers/Postings in the interest of service.

1. Smt G.Narmada Joint Manager Parcel booking Centre  Humunnagar posted as Joint manager BPC-II Nampally,

2. Sri A.Mallaiah Joint Manager BPC-II Nampalli posted as Joint manager Parcel booking Centre  Humunnagar.

New body in Circle Office.

Newly elected body of  our association has on 13.06.2016 headed by president Sri G.Sivanagaraju, Secretary Sri Y. Venkateshwarlu met the Chief PMG, PMG(BD), PMG(HR), DPS(Hq) and other officers in Circle Office. Handed over the list of new body for 2016-18 along with resolutions made in Warangal Conference. Chief PMG has agreed to look in to some of important issues brought to his notice including the transfers issues. Let us hope a positive action from the administration.

Warangal Conference resolution

Resolutions passed in the 41st Biennial Conference of All India Association of IP/ASPs – A.P. Postal Circle held at Warangal-Hanamkonda
from 04.06.2016 to 05.06.2016. 

1.      Providing of Rule-38 transfer facility to all direct IPs who got promoted to ASP cadre, to their desired circles.

2.      Injustice done to the Group-B Exam appeared candidates who appeared in 2012 Exam.  Association should atleast try for conduct of Group-B Exam in this year.

3.      Providing of clerical assistance to all SDHs.

4.      Applicability of revised benefits to the ASPs whether upgradation of GP of ASPs who are drawing GP of Rs.4800 by virtue of MACP are eligible for upgradation to GP of Rs.5400.

5.      Periodical Review is not being done for IP cadre in the Department of Posts.  It should be carried out at least now.  Required additional posts should be sanctioned to meet the extra activities such as BD, PLI/RPLI, Technology new inceptions etc., in the Department.

6.      Providing of logins to all SDHs for having MIS reports in McCamish/Finacle, to meet  the need of the Inspections/monitoring.

7.      Providing of sufficient training to all IP/ASPs on the lines of Inspection/vigilance on McCamish/Finacle.

8.      Providing of Vehicle facility to IP/ASPs instead of Road Mileage.

9.      Revamping of existing Inspection Questionnaires and providing of standard, finalized single Questionnaire in the light of introduction of several schemes/software in place of existing multiple questionnaires/supplementary paras.

10.  SBCO is the prescribed authority for verification of balances.  Entrusting of works of verification of balances in Finacle, giving of certificates etc., should not be entrusted to IP/ASPs.

11.  Compulsory provision of Land line connection to all IP/ASPs irrespective of drawing of mobile reimbursement charges.

12.  Enhancement of FSC from Rs.200/- to Rs.1000/-.

13.  Payment of Motivational Incentive to all SDHs for monitoring of SSP/NREGS payments.

14.  Enforcement of minimum cut-off mark for General Line candidates in the Group-B examination, for having partiy in the merit with the IP line officials.

15.  Preferring of Appeal to the Hon’ble Chief PMG on the irregular transfers issued in the cadre of IP/ASPs by Vijayawada Region.  If necessary, Association to approach the competent court of Law for justice.


16.  Supply of new Laptops to all the IP/ASPs in lieu of old ones supplied long back in 2007.

Supplementary DPC group "B" list released.

 As per the directorate memo no. 9-02/2015(i)-SPG dated 09.06.2016, 29 ASPs are promoted to PS group"B" cadre. Three senior ASPs from our circle got the promotion. Association conveys best wishes to all the above officers on their regular promotion. Sri M.Chandrasekhar ASP Rajahmundry whose promotion was given earlier now allotted to AP Circle.
