No Fund Allocation to 7th Pay Commission – Central Government Employees Protest

Employees of the Income Tax Department, located in Nungambakkam, launched a protest yesterday condemning the fact that the Central Budget had not allocated sufficient funds to the 7th Pay Commission.

A meeting was held at the Income Tax office premises yesterday by the Central Government Employees Sammelan, during which the recently announced budget was analyzed and criticized. The protests were led by the Sammelan’s general secretary, Duraipandi. While addressing the gathering, he said,

“The economic report submitted by the Government is not in favour of the masses. During the election campaigns, BJP promised to reduce inflation, bring back black money, and to eradicate unemployment.

“But the fact remains that even when the prices of petroleum and crude oil fell by nearly 50% around, the world, the Central Government had actually increased the excise tax and made sure that the benefits of falling global prices don’t reach the general public. The increase in service taxes led to an all-round increase in prices.

“While the Government reduces corporate taxes on cash-rich companies from 30% to 25, it provided no relief to the salaried classes. Allocations to social welfare, medicines, and education remain extremely insufficient. Moreover, sufficient funds were not allocated to the 7th Pay Commission. We are going to hold protests outside the Parliament on April 28 to protest this callous attitude of the Government, to object to its decision to not merge the dearness allowance and basic pay, and to demand immediate announcement of interim relief.”

Letter to Secretary (Posts) to allot PS Gr.B officers to their parent circles

Respected Madam,

          IP/ASP Association would like to bring to your kind notice that DPCs for promotion to the cadre of JTS Gr. A for the year 2013-14 and DPC for promotion to the cadre of PS Gr. B for the year 2014-15 has been declared last month with abnormal delay for the reasons best known to administration. Resultantly, the officers in the line of consideration have been discriminated financially denying for an option to join before 31-12-2014.

Furthermore, result of JTS DPC for 2013-14 has only been followed by Group ‘B’ DPC resulting in non inclusion of substantial vacancies vacated consequent upon promotion of Group ‘B’ officers to JTS in respective quota (75%) leaving great chunk of vacancies in Group B. Now, ASPs in the line of consideration are voicing against this discrimination that arises due to non insertion of resultant vacancies and wrong calculation thereof.

It is pertinent to mention here that had result of JTS DPC been declared first, many officers allotted outside their parent circle due to non-availability of vacancies  in the circle at the time of issue of Group B memo would have been allotted to their parent Circle. Even vacancies arising on superannuation on 28-2-15 have not been kept in view while making allotment. I am quoting example of  S/Shri R. N. Tavakari, ASP, Bangalore City RMS, Bangalore and H. L. Nataraj, ASP, Bangalore RMS, Bangalore promoted in above said DPC who can easily be adjusted in Karnataka if resultant six vacancies occur on two counts, aftermath of JTS DPC and secondly superannuation in PS Gr. B on 28-2-2015 are taken into consideration.  The copies of representations dated 2-3-2015 received from above named officers  are enclosed herewith for kind information and necessary action.

It is therefore earnestly requested to kindly look into the matter personally and issue directions to the respective Division of Directorate to convene early supplementary DPC to remove this inconsistency but before that arrange to accommodate the officers allotted to other circles keeping in view the fact that these circles have clear vacancies to accommodate as given in the example for Karnataka Circle.   

          Hopping for a just and positive action at the earliest.

Proposal for cadre restructuring of IP/ASP cadre and merger of ASP cadre to PS Gr. B cadre......updates

News from Chq: It is learnt that Directorate has received the required information from all Circles and now proposal will be examined as per the decisions taken in the meeting held on 7/11/2014 with DDG (Estt). But it is to point out to our members that, if such type of delay occurs in future at Circle Level for submission of simple information, then there is no any hope/future for cadre.

Central Government staff demand early implementation of wage revision

Members of the Joint Council of Action South Zone which represents employees from the Railway, Defence, Postal and other Central Government departments organised a protest meeting near the Collectorate premises here on Monday.

More than 300 members of various associations, including Southern Railway Mazdoor Union (SRMU), All India Defence Employees’ Federation (AIDEF) and National Federation of Postal Employees (NFPE), participated in the protest meeting. Zonal president Raja Sridhar and divisional secretary J.M. Rafiq addressed the meeting.

The members also submitted a petition at the Collectorate along with a copy of the demands adopted by the National Convention of the Central Government Employees in December 2014.

In their 37-point charter of demands, the employees asked for the implementation of wage revision for Central government employees, which should be done once in every five years.

‘No privatisation’

They also demanded that no privatisation or Foreign Direct Investment should be allowed in railways and defence establishments, and opposed corporatisation of postal services.

Among other things, they also opposed outsourcing and privatisation of governmental functions and asked the government to withdraw the proposed move to close down printing presses.

Stating that many residential quarters needed renovation, the employees urged the Central government to carry out repairs, not to compel staff to stay in inhabitable quarters, and pay house rent allowance.

Subject: Clarification regarding list of hospitals/laboratories for conducting special medical examinations consequent on enhancement of sum assured limit in r/o PLI 

     This has reference to para 4 & 14 of this Directorate letter of even number dated 12.01.2015 regarding ‘Enhancement of sum assured to 50 lakhs in r/o PLI. 

2.   The Circles are raising doubts regarding process of conducting special medical examination of proponent opting for higher sum assured policies i.e. more than Rs. 20 lacs and authorised medical doctors, hospitals and dispensaries for special medical examination of these proponents. In this regard, it is clarified that special medical examinations may be conducted at any hospital/laboratory approved by CGHS, Central/State Government or at any specialized hospital at CGHS rate. 

3.     Status of Medical Officer conducting medical examination of proposer(s) based on special medical reports should be as under:-

i)   Civil Surgeon, Medical Officers in the employment of Government enjoying the status not lower than that of a Civil Surgeon or Chief Medical Officer, nearest to the place of duty of the proponent. CMO Grade I/Specialist Grade II shall also be considered as equivalent to the rank of Civil Surgeon.

ii)    Medical Officer (Allopathic) equivalent to Civil Surgeon employed in Central and State Government, Public Sector undertaking both State and Centre with at least 10 years experience, nearest to the place of duty of the proponent.

iii)   Retired Civil Surgeon, CMO Grade I and Specialist Grade II. 

4.     Revised LI-24 (Proposal Form) for PLI proposals exceeding sum assured limit of Rs. 20 lac is being revised and will follow.

ANSWER

(a)       Yes Sir. The Department of Posts applied to the Reserve Bank of India for issuance of license for setting up of Payments Bank on 30.01.2015.

(b)       No Sir. The Government does not propose to convert all post offices in the country to function as a bank. However, Department of Posts applied for license for setting up a Payments Bank on 30.01.2015, which may utilize a part of existing resources /infrastructure of the Department.

(c)        Date of completion of the above work will be depended on the decision of the Reserve Bank of India.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state?

(a)       whether Government plans to establish Post Bank of India by converting the wide network of post offices spread across the country into commercial banks, if so, the details thereof;

(b)       whether the Department of Posts had expressed its intention before the Government of entering into banking services in the rural areas during a discussion on the suggestions of a task force constituted on India Post; and

(c)        if so, the details thereof and the action plan made by Government in this regard?

ANSWER

THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (SHRI RAVI SHANKAR PRASAD)

(a)      The Government does not propose to convert the wide network of post  offices spread across the country into commercial banks. The proposed Post Bank of India is envisaged as an independent entity.

(b)     During the discussions on the suggestions put forward by task force constituted for leveraging the Post Office Network, the Department of Posts expressed the view that it is ready to enter into the banking space with focus on rural areas.

(c)    Based on a consideration of all relevant aspects, the Department of Posts has submitted an application to Reserve Bank of India seeking License for setting up a Payments Bank as an independent entity.

As per the circle Office memo no. Tech/Holiday/2015 dated 03.03.2015, it was decided  change of closed holiday from 06.03.2015 (Holy) to 21.03.2015 (Ugadi ) and RH to be observed on 06.03.2015 for operative offices.  There is no change of holiday for administrative offices.

Holding of DPC for promotion to the cadre of JTS Gr. A for the year 2014-15

It is learnt that the work of preparation of documentation for holding of DPC for promotion to the cadre of JTS Gr. A for the year 2014-15 is in full swing at Directorate.  36 officers names were called for for the promotion. Sri K.Sheshagiri Rao APMG (Vig)  CO Hyderabad (Adhoc) name is found in the list of nominations called for.

Seventh Pay Commission likely to submit report in October 2015

The government appointed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. Though the deadline for submitting the report ends in August this year, the SPC is likely to seek extension till October.

The Sixth Pay Commission which was constituted in October 2006 had submitted its report in March 2008. 

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the Union government employees more than doubled between 2007-08 and 2011-12—from Rs.74,647 crore to Rs.166,792 crore, according to the Fourteenth Finance Commission estimates.

Union Budget 2015: Postal Department to use its vast network for proposed Payment Bank

NEW DELHI: Finance Minister Arun Jaitley today said the Postal Department will utilise the services  of its vast network for the proposed Payment Bank.

"Government proposes  to utilise vast postal network with nearly 1.55 lakh points of presence across  villages of the country.

"I hope postal department will bring the  proposed Payment Bank venture successfully so that it can contribute in Pradhan  Mantri Jan Dhan Yojana," Jaitley said while presenting the Budget for 2015 in Parliament.

The postal offices will function as payment banks, he  added.

The government has applied to RBI for a Payment Bank licence for  the Postal Department.

Payment Banks would be allowed payments and  remittance services through various channels.

However, such lenders  cannot issue credit cards or undertake lending activities.

Post Office has 1,54,000 rural branches,  while all other banks put together have about 35,000 rural banks, most of which are not in rural panchayat towns.

  Sub:       Request for non- observing the legitimate welfare issues by the some of the Divisional                                             Heads in Visakhapatnam region on our IP/ASP cadre.

The IP/ASP association would like to invite your kind attention on the following items to consider with humanitarian grounds and to issue necessary instructions to the concerned divisional authorities

1.       As per the instructions issued by the Circle office lr No ST/Disc/Rlgs dated 13.11.2014 the IO PO honorarium has to be paid to the IP ASPs who complete the Rule 14/Rule 16 (1) (b)/Rule 10 cases. In Visakhapatnam region no single payment is paid to the IO/Pos.

2.       The RO issued permission vide lr No SDC/Misc/2014-15 dated 20.11.14 to supply of brief cases to the IP/ASPs. The IP ASPs working in the divisions applied for accord permission to purchase the brief case to the divisional heads. But the permission was not yet given by some divisions in the region, for example Srikakulam division.

3.       Another burning item is non-providing of accommodation to the SDH office at Amadalavalasa and Tekkali Sub divisions. The concerned SDHs are paying 1200/ per month extra from their pocket to the land lords. The Supdt Srikakulam division is not paying interest to help the Sub divisional heads. In this regard it is humbly requested the PMG to interfere and long pending problem is settled.

4.       In Visakhapatnam region the RPLI incentives to the SDHs are not paid since 3 years. The incentives to the SDHs can be paid as per the information ( i.e incentive paid to the BPMs) available in the division office.

5.       The batteries of the lap-tops supplied to the Sub divisions are to be replaced. Necessary instructions may please be issued to the Divisional heads.

Our association is requested to consider the legitimate above items and oblige.

To day the directorate vide memo no.9-04/2015-SPG dated 20.02.2015 issued orders for repatriation of 18 officers.  Sri PV Ramanareddy (Guj), Sri K.Srikumar (Dte) and Sri B.Mallikarjunasharma(Del) have been given  AP Circle, and they are welcomed by the association.
