Merger of ASP cadre in to PS Gr. B cadre : Meeting likely to be in next week

G/S informed that the meeting is likely to be held in next week at Directorate on the above subject. There is full one week in our hand. It is therefore finally requested to all members, Circle Secretaries and CHQ Office Bearers to convey their views / comments / suggestions or fresh proposal if any to GS immediately, otherwise GS/CHQ may be permitted to take decision at their own for the benefit of the cadre and for individual.


Hence all the members and office bearers of AP Circle Association are once again requested to offer suggestions/views early.

Bi-monthly meeting with the PMG Kurnool.

Bi-monthly meeting with the PMG was held at Kurnool RO on 12.09.2014.  The Regional administration has responded well and the items put forth by association have been settled on the spot.  All the association members of the Region have been advised by the administration to issue  pending IRs early since directorate has reviewed the IRs position and communicated the position to all the COs/ROs in the country. Postal Department doesn't have manpower to execute RTI Act

Nearly 13 months after Central Information Commission (CIC) directed to issue Right to Information (RTI) stamps instead of Indian Postal Orders and bank drafts or cheques to seek information from government departments, the Department of Posts has said printing presses don't have papers to print stamp papers.

The reply, which the Department of Posts has given for non-compliance to the RTI filed by Delhi-based civil activist Subhash Chandra Agarwal, says: "Both the security printing presses at Nasik and Hyderabad do not have paper to print RTI stamps!'' To this reply, Agarwal took a dig at the postal department saying, "these two presses have sufficient paper to print postal stamps for some foreign countries, apart from adequately equipped for printing commemorative and definitive-series stamps regularly with some stamps like on Sachin Tendulkar printed within a few days of decision-taken, but not for RTI, clearly a discrimination against the game-changer Act and disrespect to the CIC direction.''

On August 27, 2013, the CIC had clearly directed Secretary, Department of Posts, that "RTI applications be accepted in all its 25,000-odd post offices across the country and the RTI stamp of the denomination of Rs.10 be used instead of postal orders and this would be time and cost-effective step.'' But the postal department has its own set of reasons for not issuing the RTI stamps so far.

"The issue of RTI stamps is under examination. A committee has been set up by the Secretary (Posts). All stamps are printed by India Security Press at Nasik and Hyderabad. But currently, both presses are out of stamp papers and the printing of postal stamps has been adversely affected by this. Hence, the matter be raised by the DOP&T with the CMD of Security Printing and Minting Corporation of India (SPMCI) Limited and the Finance Secretary under whose charge SPMCI Ltd operates,'' says the RTI reply by Postal Department.

It also hinted at logistics hurdles as opening nearly 25,000 postal offices for this purpose would demand "dedicated manpower and official infrastructure, including computers, which requires cost. In fact, Department of Posts admitted that it has got "no manpower and extra remuneration even to execute RTI Act by accepting those applications and issuing postal orders for the same through its 4,700 designated post offices.'' The onus thus clearly falls on the government to give mandate, manpower and money to execute CIC direction in its right spirit.

IP & LGO examination postponed.

The Directorate vide memo no. A-34012/04/2014 dated 9th September-2014 has issued orders for postponement of IP examination to be held from 20.09.14 to 21.09.14 and LGO examination to be held on 20.09.2014.  Revised schedule will be issued later.

Date extended for furnishing annual property statement of Govt. employees

A sign of relief for the Central Government Employees, at least for the time being. All Group A, B & C employees of Central Government were  required file Declaration of Assets and Liabilities under Lokpal Act within 15th September 2014 in the prescribed format. Now, the date has been extended to 31st December 2014.

6 ways to avoid high ATM charges

Here's how to avoid the charges that are likely to kick in from November 1, 2014 

1. Use cards 

Use your debit and credit cards so that you don't need too much cash. However, some may charge 1-2% transaction fee. There is also the danger of overspending. 

2. Plan your cash flow 

Don't wait till you are broke to withdraw money from the ATM. Plan 2-3 days in advance so that you are not forced to use another bank's ATM. While withdrawing cash, take out more than the amount you need immediately. Take into account the expenses during the coming 8-10 days and withdraw accordingly.

3. Prefer your own bank 

Avoid using another bank's ATM. Only if there is no ATM close to you should you use another bank's ATM. Some banks have apps that can help you locate their nearest ATM on the smartphone. 

4. Keep emergency cash 

Keep some cash at home in case you run out of money due to unforeseen expenses. However, don't keep too large an amount in cash. In your effort to save Rs 20 in ATM fees, you could be losing out more on interest on that amount. Besides, keeping cash at home is not always a safe option. 

5. Use dormant account 

ATM charges will help revive your dormant bank account. Most banks charge Rs 80-100 annually for a no-frill debit card. One card allows 36 transactions on other banks' ATMs and 60 at your own per year. This is a cheaper option. 

6. SMS, phone banking for non-financial transactions 

The cap on ATM usage includes non-financial transactions, such as balance enquiry or a mini statement request. Take the SMS route to check account balance, mini statements and to see the status of cheques issued by you.

Govt approves 7% DA hike; raises it to 107% from July 1

NEW DELHI: Government on Thursday approved 7 per cent hike in dearness allowance (DA), taking it to 107 per cent of basic pay, a move that will benefit around 30 lakh central employees and 50 lakh pensioners including dependents. 

"The Union Cabinet chaired by Prime Minister Narendra Modi, today gave its approval for the release of an additional instalment of DA to general government employees and Dearness Relief (DR) to pensioners with effect from July 1, 2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise," a press statement said here. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission, it said. 

The combined impact on the exchequer on account of both DA and DR would be about Rs 7,691 crore per annum and Rs 5,127 crore respectively in the financial year 2014-2015 (for eight months — July, 2014 to February, 2015), it added.

As per the practice, the dearness allowance is worked out on the basis of 12 month average of Consumer Price Index for Industrial Workers (CPI-IW). 

The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 was 7.25 per cent. Therefore, the central government decided to hike dearness allowance for it employees by 7 per cent. 

The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.

Hon'ble President of India released commemorative postage stamps on musicians

India post today released a set of eight commemorative stamps on maestros of Indian Classical Music honouring their contribution. The set of stamps feature such legends like Ali Akbar Khan, Bhimsen Joshi, D.K. Pattammal, Gangubai Hangal, Kumar Gandharv, Mallikarjun Mansur and Ravi Shankar, Vilayat Khan.

Renowned Hindusani Classical Singer Smt. Padmaja Fenani-Joglekar released the commemorative stamps at a function held in the bicentenary hall of Mumbai GPO.

At a main function organised at Rashtrapati Bhavan in New Delhi, President Pranab Mukherjee paid his tribute to those Indian music maestros. “ He said, these eight maestros are, without a doubt, among the tallest luminaries in the history of world music. They have not only achieved personal perfecton but have made extraordinay contributions, in their respective fields, to the development and evolution of the schools of music in which their talents were nurtured and honed. Their contribution and its enrichment of our cultural heritage cannot be quantified or estimated. It is infinite in its resonance and their names will be mentioned with great reverence. Their music will be cherished by the young and old, for many decades to come”.

Letter to DG i/c/w non-payment of RPLI incentives to Sub Divisional heads

Subject : Non payment of RPLI incentives to Sub Divisional Heads.

R/Madam,

IP/ASP Association would like to bring to your kind notice that PLI Directorate vide letter No. 26-2/2009-LI dated 16/1/2013 has issued clarification about admissibility of incentive to SDI (P) / ASPs for verification / scrutiny of RPLI proposals clarifying that neither the Directorate letter No. 26-02/2009-LI dated 18/9/2009 nor any other subsequent letter has been superseded by any of Directorate letter.  Unfortunately despite clear and repeated instructions most of the Postal Divisions in the country are not still paying incentive equal to 10% of the procurement commission paid to the Gramin Dak Sewaks and Gramin Dak BPMs whose proposals are verified by such SDI (P)/ASPs. As such these orders are found not implemented in true spirit in few circles.

Furthermore, the PLI/RPLI work has long back been decentralized to the Divisions. This has increased enormous work pressure on the Divisional Office, particularly, the IPs and ASPs working in the Divisional Office. At present Inspectorial staffs are burdened with variety of duties in addition to what has been enumerated in Chapter-III of Postal Manual Vol. VIII. The ceiling of Rs. 4000/- per annum honorarium was fixed by the Nodal Ministry, which includes, the honorarium paid for conducting departmental inquiries as IO or PO and also other allied additional works.

The quantum of honorarium paid for scrutiny of PLI/RPLI proposals is not commensurate with the quantum of work performed and the ceiling on honorarium is a major setback for the Inspectorial staff working in Divisional Offices. Therefore this Association requests your kind honour to replace the existing system of payment of honorarium for this work without a ceiling limit of Rs. 4000/- and Inspectorial Staff may be remunerated at the same rate not as honorarium but as incentive that do not have any limitations. Also call for reports from each and every Circles / Regions why incentive equal to 10% of the procurement commission as required in Directorate letter No. 26-2/2009-LI dated 16/1/2013 of the procurement commission paid to the GDS whose proposals are verified by SDI(P)/ASPs is not being paid despite clear instructions on the issue.
