7th Central Pay Commission : Committee to Submit Report this Week

7th Pay Commission: Govt employees to get revised allowances from Oct 1; committee to submit report this week
Government employees will have a real festive bonanza this year. As per media reports, central government employees will get the revised allowances as per recommendations made by 7th Pay Commission from October 1.
The Committee on Allowances under the chairmanship of Union Secretary, Finance (Expenditure) had on September 1 met with representatives of the Central government unions.
The committe is expected to give its reports on revised allowance to Finance Minister Arun Jaitley this week.
On July 22, the Committee on Allowances was set up to decide on revision of allowance as Justice A K Mathur panel had earlier recommended abolition of 51 allowances and subsuming 37 others.
“The 7th Pay Commission examined a total of 196 existing allowances and, by way of rationalization, recommended abolition of 51 allowances and subsuming of 37 allowances. Given the significant changes in the existing provisions for allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on allowances,” a press release issued by the government after the Cabinet approval to Pay Commission recommendations had said.
The government has notified a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016.

Driving Licenses and Vehicle Registration Certificates can now be accessed through Mobile App

Shri Nitin Gadkari, Minister of Road Transport & Highways and Shipping and Shri Ravi Shankar Prasad, Minister of Electronics & Information Technology and Law & Justice jointly launched a new service - integration of DigiLocker with Driving Licenses (DL) & Vehicle Registration Certificates (RC) in New Delhi today. With this integration people will no longer need to carry around physical copies of their RCs and Driving Licences. They can instead access digital copies of the same on their mobile phones via the DigiLocker mobile app. Driving Licenses and Vehicle Registration documents can now be issued directly to the DigiLockers of individuals in digital formats. These digital copies can be shared with other departments as identity and address proof. They will also be used for on the spot verification through the cittizen’s mobile, by various law enforcement authorities like the Traffic Police. Besides being convenient for people, this will also result in assured authenticity of such documents and reduction of administrative overhead.

Speaking on the occasion Shri Nitin Gadkari said that this platform is a major step forward towards ensuring greater transparency and cutting down corruption and red-tapism. He said the move will benefit a large number of people by facilitating ease of access to the documents.

Launching the service Shri Ravi Shankar Prasad said that the integration will bring a paradigm shift in the vision of paperless governance. It will serve to bring agility and efficiency to the entire process of issuance of driving licenses and vehicle registration certificates through IT enablement.

DigiLocker, launched by the Prime Minister Shri Narendra Modi in July last year, aims at transforming India into a digitally empowered society and knowledge economy. It is a platform for issuance and verification of documents and certificates digitally. When a person signs up for a DigiLocker he gets access to a dedicated cloud storage space for his important documents. DigiLocker currently has 21,26,332 registered users with 24,11,702 uploaded documents and has issued over 4,26,73,232 documents as on 01 September 2016. The Ministry of Road Transport and Highways is actively digitizing driving licences and registration certificates and maintaining a National Register System. With today’s launch this National Register System has got integrated with DigiLocker, making over 19 crore Vehicle Registration Certificates and over 9 crore driving licenses available in the citizens’ lockers. Once the data from the remaining RTO’s is updated in the National Register Systems, the digital copies of those driving licenses and vehicle registration certificates will also be available via DigiLocker.

In order to access the digital RC and DL a person needs to first sign up for a DigiLocker. He then needs to download the DigiLocker Android App from Google PlayStore. In the Mobile App he will have to select the Issued Documents section and then the DL/RC. Field staff like the Traffic Police can do offline verification of RC/DL using QR Code. Apart from the mobile view version, digitally signed documents can also be accessed electronically, and these will be at par with the physical issued documents as per IT Act 2000.

Shri Ajay Kumar, Additional Secretary, MeitY informed that with today’s integration, MoRTH becomes the 17th issuer to issue its documents to DigiLocker. He also informed that this is the largest such integration since DigiLocker was launched last July.

Shri Abhay Damle, Joint Secretary, MoRTH said that the Ministry is working towards intergrating even documents like vehicle insurance and fitness certificates to DigiLocker .

The integration is the result of continuous coordination between MoRTH and MeitY with technical support from National Informatics Centre and National e-Governance Division (NeGD) under the Ministry of Electronics & Information Technology. Secretary MeitY and senior officials of NIC were also present on the occasion.

Commemorative Postage Stamp on 'Saint Teresa' will be released on 4/9/2016 at Mumbai

Mumbai: The Department of Posts will release a commemorative stamp in the city to mark Mother Teresa's canonisation in the Vatican on September 4.

Mother Teresa will be declared a saint on Sunday.

Hon’ble Minister of State (Independent Charge) for Communications and Minister of State for Railways Shri Manoj Sinha will release the stamp at a function organised at Divine Child High School auditorium, Near J.  B. Nagar, Metro Station, Andhere (East), Mumbai 400059, which would be attended by the Chief Post Master General of Maharashtra and Goa circle, a senior India Post official said.

He said issuing of the stamp is a gesture of respect and gratitude for the Nobel laureate nun for her exemplary humanitarian service towards the mankind.

A commemorative stamp is a postage stamp, often issued on a significant date, such as an anniversary, to honour or commemorates a place, event, person or object.

"The decision to release a commemorative stamp on the canonisation for Mother Teresa has been taken by the advisory committee of Philately. September 4 is going to be a special day for India too, the day several other countries are also honouring the great lady," the official said, adding India has been the karmabhoomi of Mother Teresa.

The Vatican had earlier chosen Mumbai-based graphic designer Karen Vaswanis logo as the official emblem for the canonisation ceremony.

Vaswanis design depicts the classic pose of Mother Teresa looking affectionately at a child whom she holds in her arms.

KYC Norms for India Post Payment Bank

Just a few months before the new crop of payment banks start their operations, their chiefs are a worried lot.

The banking regulator's ask in terms of meeting the Know Your Customer (KYC) norms has put them at par with traditional banks, and firms are concerned that the preference for "paper-based" KYC will be a cost-intensive and time-consuming exercise — and therefore a major impediment to the growth of the new age banks.
Paytm payment bank's CEO Shinjini Kumar told ET that the industry is very "aggrieved" with the Reserve Bank of India (RBI) asking all entities to adhere to the centralised KYC system instead of just relying on the Aadhaar-based eKYC for payment banks. "We are grappling with that problem right now and we are talking to different people. We are hoping that there will be some understanding. Anyway our accounts are capped at Rs 1,00,000. There should be no reason why eKYC should not be the only way to do KYC. It is also digital and more authentic."
Chiefs of Aditya Birla Idea Payments Bank, Sudhakar Ramasubramanian and Vodafone M-pesa payments bank Suresh Sethi also aired similar concerns to ET. They argue that payment banks do not have the same manpower to collect paper-based KYC like traditional banks and given that they are capped at a balance Rs 1,00,000, they do not share the same amount of risk. While RBI had earlier accepted eKYC as a means for customer authentication at the time of opening accounts, the new norms mandate a common KYC across all financial services entities for which detailed KYC is required to be collected and uploaded as a paper form to a central KYC repository — Central Registry of Securitisation Asset Reconstruction and Security Interest of India, or CERSAI.
The idea is to streamline the KYC process and avoid duplication of KYC for customers at multiple agencies. But, for payment banks to be cast under the same net, it means that instead of just relying on the biometric based eKYC they will have to collect more details of their customers and upload them to the central registry. Sudhakar who is the CEO (designate), of Aditya Birla Idea Payments Bank said that in the case of payment banks a phased approach towards KYC will be better received since the whole idea behind the payment banks is towards financial inclusion.
"If we have too many restrictions for someone who keeps Rs 5,000 in the account, it could prevent many of the unbanked from experiencing the benefits of financial services. KYC norms can be applied in a layered manner as the customer's balance and transactions increase," he said.
Digital KYC will help ease the "entry barrier" for such people along with being a more authentic means of KYC than a physical KYC. "Currently, over 90% of all retail transactions are through cash in the country, if these transactions have to be converted into the electronic format, banking will have to be relived from some of these troubles," he added.
