Government employees may get LTC to visit SAARC nations


The decision has been taken to promote people-to-people contact and boost tourism among the SAARC regions, he said. 

"The government has been taking many steps to promote trade and travel. This is one of such steps to further boost ties among SAARC nations," said Singh, Minister of State for Personnel, Public Grievances and Pensions. 

The South Asian Association for Regional Cooperation (SAARC) is a group of eight nations comprising BangladeshBhutanMaldivesNepal, Pakistan, Sri LankaAfghanistan and India. 

Officials in the Personnel Ministry said the LTC facility will not be available for visiting Pakistan and few other nations due to security concerns. 

The draft for new LTC rules is in initial stage and it will be finalised after inter-ministerial consultations, they said. 

"One of the major decisions taken by the Narendra Modi government soon after it took over was to extend the facility of conversion of 'home town' LTC to visit states of Jammu & Kashmir, northeastern region and Union Territory of Andaman & Nicobar for a further period of two years up to September 25, 2016," the Minister said. 

The Personnel Ministry has been regularly reviewing LTC rules to allow government employees to visit unexplored places like northeast. The ministry is also considering allowing government servants not entitled to travel by air to fly in economy class. 

The ministry has of late put in place measures to check misuse of LTC facility. CBI is probing fake travel bills scam (LTC scam) allegedly involving certain government employees and present and former Members of Parliament. 

"All the ministries or departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. 

"In order to keep a check on any kind of misuse of LTC, ministries or departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials," according to an order issued by the Personnel Ministry.

An appeal to members.

The treasurer of our association informed that  monthly subscription has not been regular in r/o some members.  Some HOs are still deducting Rs. 30- instead of Rs.50-.  Nearly two years have been elapsed after revision of subscription rate. Hence we appeal to all the members to check their pay slips and ask your DDO to deduct Rs. 50-, if not doing so. Further it is noticed that DDOs are not remitting the deducted amounts promptly to the treasurer. This may please be checked by the office bearers.

Ref: Discussions held with the PMG during the bi-monthly meeting with the PMG.

Sir,

During the discussions held with the PMG in the bi-monthly meeting, the PMG has agreed to forward the transfer requests of Ips/ASPs of Hyderabad Region to Circle Office which are kept in the RO. But no action has been   taken so far to forward the same to circle Office, as a result of which tension is being mounted in the minds of the applicants. On the other side, the request applications received from other Regional Offices are received in the CO and registered in the request register.


Hence, it is once again requested the authorities to forward the pending transfer applications of Ips/ASPs to Circle Office duly recommending as agreed to by the PMG.

Sub: - Request for clearance of pending TA Bills of IPs/ASPs in Hyderabad Region -           reg

Sir,

It is brought to the notice of the association that TA bills of IPs/ASPs are not passed for the last 18 months in the Region.  The PMG sir is requested to issue orders to the divisional heads to pass all the pending TA bills while allotting funds under TE.  If it is not possible, kindly arrange diversion of funds from other heads like NREGS
 to clear the long pending bills.

Govt. admits consideration of LTC abroad

LTC to Some Countries

A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized. 

The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region. 


As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008. 

Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha today (11/3/2015)

Training at Bangkok for ASPs.


As per the Circle Office memo number ST/Trg/Bankok/13 dated 11.03.2015, Sri Syed Imam ASP(Hqrs), office of the SSP Hyderabad City division has been deputed to APPC Bangkok from 15.03.2015 to 10.04.2015 on marketing and innovations for posts(MIP) subject.

The undersigned is directed to refer to this Department's Notification No. 21/2/75-Estt.(D) dated 11.11.1975 reclassifying the posts under the Central Government as Group 'A', 'B', 'C' & . 'D' in place of Class 'I', 'II', 'III' & 'IV' and to state that wherever the old nomenclature of Class 'I,II', 'III' & 'IV' are mentioned in the CCS (Leave) Rules, 1972, the same may be read as Group 'A, 'B', 'C' & 'D',-respectively.
